SUBJECT: CAMA Dredge/Fill Permit Application Oakwood Acres HOA, Carteret County,
North Carolina.
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed the permit
application with regard to impacts on fish and wildlife resources. The project site is located at off Olga
Road contiguous with the North River in Beaufort, NC. Our comments are provided in accordance -Mlh
provisions of the Coastal Area Management Act (G.S. 1 13A-100 through l 13A-128), as amended,
Sections 401 and 404 of the Clean Water Act, as amended, and the Fish and Wildlife Coordination Act
(48 5tat. 401, as amended; 16 U.S.C. 661 et seq.).
The applicant proposes to perform maintenance excavation within the access channel, the canal, and the
boat ramp associated with Oakwood Acres. Approximately 6,008 Cy of material will be removed via
bucket to barge to obtain final water depths of -4' NLW that connect to the main channel of the North
River. No SAV or shellfish resources were noted within the dredge footprint but are located nearby. The
North River at this location is classified SA HQW by the Environmental Management Commission.
The NCWRC has reviewed the permit application with regard to the project's impacts on wildlife
resources. To minimize impacts the project may have on the aquatic community, particularly SAV, we
request an April 1 — September 30 moratorium be included as a permit condition. This condition would
also help ensure water quality protection for the SA HQW classified waters and their habitats during this
event as well as any future maintenance activities.
