The site is adjacent to the Neuse River in the Upper Neuse Cataloging Unit (03020201) and located southeast of the intersection of Arrington Bridge Road and U.S. Highway 117, in Goldsboro, Wayne County, North Carolina. The purpose of this letter is to confirm the release of wetland restoration and enhancement credits associated with the Year 5 monitoring activities for this project. Pursuant to the Mitigation Banking Instrument (UMBI) entitled, Neu -Con Umbrella Wetland Mitigation and Stream Restoration Bank, approved April 2, 2001 and amended April 10, 2009 and February 2, 2017; the site -specific Arrington Bridge III Final Mitigation Plan dated November 30, 2015; the Arrington Bridge III Year 5 Monitoring Report dated September 2020, 15 percent of the mitigation site's total restoration and enhancement credits shall be available for sale provided the Year 5 monitoring report demonstrates interim performance standards are being met. By copy of this correspondence, we confirm that you have satisfied the above requirements for the Year 5 monitoring credit release, and 4.88 wetland mitigation units (WMUs) are now available for sale. To date, 27.64 WMUs (85 percent of the total restoration and enhancement credits) have been released for sale. Please be aware that the Long -Term Maintenance and Monitoring Performance Bond will expire on January 26, 2021. Failure to submit financial assurance prior to the expiration date may lead to a suspension in credit sales. Please also note the open water area near VP 10 and VP 11 is not trending towards the intended success criteria. If at Year 6 this area is not showing signs of improvement, the IRT will likely withhold those (approximate 0.25) WMUs from the remaining credit releases. Please also break out high -risk areas in the Year 6 monitoring report. Thank you for your interest in restoring and protecting waters of the United States.
