Below are IRT Comments received during the review period. You may proceed with implementing the AMP providing you address IRT concerns below. EPA Comments, Todd Bowers: I don't have any issues with the proffered replacement but I have a quick question. Swamp Chestnut Oak was not on the original planting plan but shows up in the MYO report. I may have missed a proposal to add SCO at the site but I wonder what species it was replacing? *Please note: It was pointed out by WEI that Swamp chestnut oak is in both the Buckwater mitigation plan and the as -built plans. As it stands replacing SCO with cherrybark oak should not be an issue from a hydrological standpoint as both are FACW. Wildlands has my blessing. WRC Comments, Olivia Munzer: I do think monitoring should be extended. As for the planting list, it seems there are a lot of sycamore. I would suggest reducing the sycamore and planting other species, perhaps cherrybark oak and/or hickory. Elm could be a possibility, depending upon the soil moisture and ironwood would be a nice addition. I noticed the grasses in the Permanent Seeding Outside Easement table. We do not recommend tall fescue or orchardgrass. Tall fescue can be aggressive and it has allelopathic compounds that allows it to become weedy/invasive. Orchardgrass is nonnative and can also be invasive. These species should be removed for all projects. I'm OK with the replacement of 370 stems with cherrybark oak. DWR Comments, Erin Davis: DWR is pleased they're taking the initiative to replant now instead of waiting until not meeting the success criteria in MY3. I recommend revisiting the extra year of monitoring once we have the MY5 data; if it's still not trending well at that point I support extending monitoring. Also, random veg transects in the supplemental planting areas (50% of total planted area) may be helpful during MY4 to demonstrate survival and adequate site cover. USACE Commnets, Kim Browning & Todd Tugwell: Based on IRT comments and our review, we are agreeable with the following path moving forward: Given how extensive the planting is, about 50% of the area that was originally replanted, we will require extending vegetation monitoring one year. If the site appears to be demonstrating a trajectory for success later in monitoring (MY4 or MY5), we may eliminate the extra year of monitoring at that time. Additionally, please provide a rolling average of rainfall data for future monitoring reports to provide a better picture of the data, in addition to the regular on -site rainfall data provided. We have no issues with the proposed species, and echo WRC's concern with the amount of sycamore planned and the inclusion of fescue/orchardgrass. Please reach out if you have any questions. Their bare root swamp chestnut oak are only 6" inches tall, so we propose to replace those 370 stems with cherrybark oak. Gallon containers will still be swamp chestnut.
