Please reference your recent Least Environmentally Damaging Practicable Alternative
(LEDPA) application for the sub�ect TIP numbers ad�acent to various waterways within New
Hanover and Pender Counties for the purpose making traffic improvements to existmg US 17
The proposed pro�ect would imtiate at Milrtary Cutoff in Wilmington New Hanover County and
ultimately tie back into US 17 north of Hampstead Pender County North Carolina Please also
reference our Public Notice issued September 15 2011 announcing the release of the Draft
Environmental Impact Statement as well as the LEDPA application seeking comments for both
The comment period tor the review ot the DEIS ended November 15 2011
We have received written and electromc comments and concerns from the public and
agencies in response to the Public Notice We have included copies of these letters for your
consideration and mformation The comments received to date are from the U S Environmental
Protection Agency U S Department of Interior and an email from a concerned crtizen Please
be aware that we will consider the publics and agencies comments and concerns during our
LEDPA determinahon pursuant to the Merger Ol process
Please consider the attached comments as you prepare for concurrence point 3 in the Merger
process We would appreciate having these comments addressed prior to meeting and discussing
the LEDPA decision
