Dear Mr. Sherrill:
In accordance with your application received May 4, 1976, we are forwarding
Herewith Permit No. 3947,,dated May 21, 1976, to R. J. Reynolds Tobacco Company
for the construction and operation of a 12,500 GPD industrial wastewater treatment
facilities to consist of a neutralization basin with chemical addition of lime,
two (2) equalization basins, three (3) aeration basins in series, clarifier, aero-
bic sludge.digestor, aerated lagoon, pumping facilities, monitoring equipmMt,
disposal of sludge on R. J. Reynolds,Avoca.Farm'e_property, and the discharge of
the treated was along with .0286 MGD of cooling water into a 46 day de-
tention holding pond from which the combined wastes will be sprayed onto 25 acres
of agricultural land.
This permit.shall be'effective from the date of its issuance until July 1,
1981, and shall be subject to the conditions and limitations as,specified therein.
Also, enclosed is a copy of WPC Form 450 "Cost of Wastewater Treatment Works."
This -form is to be completed and returned -to Chia office within thirty (30) days
-after the project is completed.
One (1) set of approved plane and specifications as being forwarded to you.

In accordance with the provisions of Article 21 of Chapter 143, General Statutes
of North Carolina as -amended, and other applicable Laws, Rules and Regulations

construction and operation of a 12,500 GPD industrial wastewater treatment facilities to
consist of a neutralization basin with chemical addition of lime, two (2) equalization
basins, three (3) aeration basins -in series, clarifier, aerobic sludge digestor, aerated
lagoon,. pumping facilities., monitoring equipment, disposal of sludge on R.J. Reynolds
Avoca Farm's property, and the discharge of the treated wastewater along with .0286 MGD
of cooling water into a 46 day detention holding pond from which the combined wastes
will be sprayed onto 25 acres of agricultural. land, 76.:
pursuant to the application received May 4 , 19 , and in conformity with
the project plans, specifications, and other supporting data, subsequently filed
and approved by the Department of Natural and Economic Resources and considered,
a part of this Permit.

8,This Permit shall be effective from the date of issuance until ,
19 and shall be -subject to the following specified conditions and limitations:
1: This permit shall,become void unless the facilities are constructed in accordance with
the approved plans, specifications and other supporting data and the additions are completed
and placed in operation on or before July 1, 1977, or as this date may be amended.
2. This permit is effective only with respect to the nature and volume of wastes described
in the application and other supporting data.
3.• The facilities shalt be effectively maintained and operated at all times so that there
is no,discharge to the surface craters, nor"any contamination of the ground waters which
will render them unsatisfactory for normal use. In event, the facilities fail to perform
satisfactorily, including nuisance -conditions, or failure of the irrigation area to
adequately absorb the wastewater, the Company shall take such immediate corrective, action
as may be required by this. office.
4. .In the event the irrigation system ceases to function due to mechanical or other
problems in the event rainy weather prevents the operation of the spray irrigation
system, the Company shall discontinue plant operations until the system can be restored
to proper operation.

5. A maximum spray application rate of .5 inches per week shall not be exceeded.
6. Drainage ditches shall be'constructed so as to route all surface water runoff
to the area between spray irrigation field's 3 and 4..
7. Satisfactory facilities,shail be provided,to contain the accidental discharge
or spillage of hazardous or.toxic substances stored on project site.
8. Diversion or bypassing -of the untreated wastewater from the treatment facilities
is prohibited.
9. Solids, sludgess,.'or 'ether pollutants removed or resulting from the -wastewater
treatment process shall be contained and disposed of in such a manner as to prevent
any.contamination of the surface or ground waters of the State.
10. Nothing in this permit shall be deemed to preclude the institution of any legal
action nor relieve the permittee from any responsibilities; liabilities, or penalties
to which the:permi.ttee is or may be subject to under the provisions of North Carolina
General Statutes 143-215, or -under any Federal, State or local law or regulation.
11: Reports.on the operatiots of`the-facilities shall be submitted to the staff of the .
North Carolina Division of Environmental Management at regular intervals and in such
form and detail as may be required by the Commission or its administrative staff.
12. The Company, at least six (6) months prior to the expiration of this permit,.,shall
request itsextension.- Upon..receipt of the request, the Commission will review the
adequacy of ,the•facilities described therein, and if indicated, will extend the permit
for such period of time and under; such conditions and limitations as deemed proper.
13. This is a Class II wastewater treatment plant which requires that the operator in
responsible.charge hold a valid Grade II Certificate.
14. Monitoring facilities shall,be constructed and a groundwater and stream monitoring
program shall.be established.as required by the Division of Environmental Management,
Water Qualitq•Section.
15. This permit is not'transferable.
16. Two (2)•feet of'freeboard shall be maintained at all times in the final effluent
holding pond.' _
