The City of Hickory Catawba WWTP is located at the end of 6`t'Avenue NW The site is
owned by the Town of Catawba and contams the existmg wastewater treatment plant and a boat
access ramp and parkmg The WWTP is situated on the upper portion of the property while the
boat access ramp and parkmg area is located on the lower portion of the site The remamder of
the property is undeveloped The site slopes toward Lyle Creek at the east edge of the property
Attached pictures show the lower portion of the site where the buffer impacts will occur and the
existmg effluent pipe
3e Describe the overall pro�ect
A 3 0 million gallon per day(mgd) activated sludge treatment facility is planned for construction
on the site ad�acent to the existing WWTP The facility will be implemented m phases Phase I
will provide capacity for 1 5 mgd and Phase II is planned to complete the 3 0 mgd facility The
exishng plant will be left in operahon unhl Phase I is completed The existmg WWTP will be
taken off line when the new system is put mto operation
The proposed pro�ect will consist of the construction of a new facility on the existmg property of
the WWTP The design mcludes an automatic barscreen and gnt chamber m the headworks A
splitter box will direct the waste stream into aeration basms for biological treatment The flow
will come together once agam into a splitter box for routmg to the two parallel clanfiers for
solids removal The sludge will be piped to the return activated sludge pump stahon where it can
be wasted or returned to the head of the plant The effluent will proceed to the effluent structure
where it can be filtered (if needed) pnor to introduction to the chlonne contact chamber for
dismfection After disinfection the effluent will be dechlonnated and re aerated before
dischargmg mto Lyle Creek as permitted by the North Carolma Department of Environment and
Natural Resources (NCDENR) The effluent pipe for the treatment plant will be upgraded from

the existmg 15 CMP to a 20 DIP discharge Sludge wasted from the plant will be pumped to a
sludge holdmg tank and sent to the Hickory Regional Compostmg Facility

Catawba County accordang to U S Fash and Wildlife Service (FWS) and N C Natural
Heratage Program (NHP) on-lane databases Two of these the dwarf flowered heartleaf
(Hexasrylas nanaflora) and haghfin carpsucker(Carpiodes velafer) are protected under
both federal and state laws and the remaining five are protected an NC under state law
only eastern woodrat (Neotoma floradana) bald eagle (Halaaeetus leucocephalus)
loggerhead shrake (Lanius ludovacaanus) timber rattlesnake (Crotalus horradus) and
dwarf threetooth snaal(Trzodopsis fulciden) These seven specaes are listed an Table 1
along with thear protection status habatat descrtption and history of occurrence by
county and by quadrangle map Diagnostac features habatat requarements and seasonal
lamatataons for conductang surveys were compiled from the US-FWS and NC NHP
websates Radford et al (1968) Potter et al (1980) Palmer and Braswell(1995)
Menhinick and Braswell(1997) and Adams et al(1990) The proposed WWTP expansaon
sate was evaluated on 28 February 2006 No suatable habztat for these species exists and
none of these species will be directly affected by pro�ect constructaon
