The applicant proposes to construct a new driveway and substation pad expansion. This will make the site accessible to the applicant's mobile, trailer mounted transformer. The mobile
transformer will reduce downtimes during an outage and provide redundancies.

The project involves constructing a driveway that connects with the eAsting road (Grindstone Road) and also connect with the north side of the substation. A culvert will be installed at
the stream crossing. The driveway will have a cross slope of 2%. An H structure and a 24' Gate will also be installed. Typical construction equipment will be used, such as excavators.

Stream flow will be bypassed around the culvert installation. Appropriate erosion control measures will be implemented such as quick installation of
rolled erosion control products, silt fence, and application of ground cover.

Erosion control measures such as silt fences will be installed to direct storm water away from the on site stream. The proposed stream crossing will be
performed with a pump around system with a dewatering bag. During construction, the contractor will be responsible for effectively operating and
maintaining these erosion control structures.

GPS points maydemonstrate uncorrectable errors due to topography, vegetative cover, and/or multipath signal error.
Note: The illustrated wetland and stream locations are approximate. These areas have been flagged in the field; however, theyhave not been surveyed. Although ClearWater Environmental Consultants, Inc. (CEC) is confident in our assessment, the USArmy Corps of Engineers (Corps) is the only agency that can make final decisions regarding jurisdictional wetland and waters ofthe US delineations. Therefore, all preliminary determinations are subject to change until written verification is obtained. A culvert will be installed at the stream crossing. The driveway will
