Alliance I want thank you agam for talang the time to meet with us to discuss recent
changes to your golf course design and mitigahon proposal for the Reynolds Blue Ridge
pro�ect We remam appreciative of the cooperative approach you have applied to this
pro�ect and our concerns about impacts to mountam streams We contmue to believe that
mountamtop golf courses have far greater costs and environmental impacts than can be
�ustified We recognize, however that your current efforts to redesign the course have
only reduced impacts previously permitted to the Gmn Company and we value your
genume and concerted efforts to further reduce impacts to streams as a result of our
discussions
Based on our conversations with you and our review of your September 16 2011
submission to the Army Corps of Engmeers and the North Carolma Division of Water
Quality we understand that you have further avoided impacts to streams associated with
your golf holes # 10 and # 13 (for a new total impact of 2,278 1 fl and that you have
revised your mirigahon proposal substantially To be clear we remam skeptical about the
value of upland buffer preservat�on disconnected from stream restorahon as a mrtigation
strategy and have ongomg reservations about your proposal to count stream relocation as
1 1 stream restoration credit Notwithstandmg those concerns however we believe the
improvements made smce your mitial application have substantially addressed our most
pressmg concerns related to your pro�ect and provided the final permit issued to you
reflects the terms offered by your September 16 2011 submission do not anticipate
further challenge or disagreement by our organizations with your application for a Clean
Water Act 404 permit and 401 certification
