Introduction
Currituck East LLC proposes to develop the approximately one acre tract known as the Berry
Parcel located at 1149 Persimmon Street Corolla Village by constructing a ten bedroom Inn
with associated kitchen and dming areas
Existinq Conditions
The property is dominated by large specimen live oaks and loblolly pines occurring mainly on a
low sandy ridge that runs north south along the eastern edge of the property The west end of
the property is best descnbed as Section 404 Wetlands and more accurately a Hardwood Flat
(dominated by Sweet Gum and Maple with some pine species) The NC Crews database
categorizes the wetlands on the property as Depressional Swamp and Salt Brackish Marsh
Uplands are considered Managed Pine Currituck County recognizes the parcel as Maritime
Forest based on the definition specified in the County UDO Currituck County is working
toward adopting a Small Area Plan for Corolla Village that encourages the type of growth
proposed and described in this request
Proposed Development
The proposed development consists of constructmg a pile supported Inn over wetlands
straddling the low sand ridge in an effort to protect the upland specimen trees where possible
The intended use of the facility will be as a destination for small gatherings and a small Village
Inn The natural setting of the property mature vegetation and proximity to Corolla Village are
all desirable features and the architectural design of the building (relevant copy included and
architectural drawings used for permittmg submitted previously) incorporates these components
to create a destination within Corolla Village A detailed site plan showmg the proposed
development has been included with this request
The development requires Pre Construction Notification and 401 Water Quality Certification
because 0 10 acres of wetlands will be shaded/filled and disturbed
Avoidance and Minimization
To avoid and minimize impacts to wetlands the applicants propose to go through a series of
rezoning and planning steps to allow for off site parking This allows the building to be moved
onto the uplands limiting wetlands impacts to 0 10 acres or less as shown on the attached site
plans Initial plans described a greater amount of wetlands impact from shading This proposal
limits impacts to 0 10 acres or less provides minimal parking for support delivery and rescue
vehicles The proposed site plan will be sub�ected to County stormwater requirements and the
applicants propose to implement low impact design techniques (e g cisterns permeable pavers
and natural landscaping)
