9 PROJECT DESCRIPTION
The pro�ect site consists of a vacant lot located at 966 Ocean Boulevard West ad�acent to the Atlantic
Intracoastal Waterway in Holden Beach in Brunswick County Directions from the Holden Beach
bridge are as follows turn right onto Ocean Blvd West and travel approximately 4 0 miles the pro�ect
site is located on the right side of the road
The pro�ect site consists of a vacant lot measuring approximately 5 750 square feet The elevation of
the high ground area of the lot averages approximately 4 feet above NHW The pro�ect site contains
approximately 1200 square feet of coastal and §404 wetlands and approximately 4 550 square feet of
uplands Upland vegetation consists of Wax Myrtle Eastern Red Cedar Catbriar Pennywort and
Seaside Goldenrod The vegetation then transitions to Salt Meadow Grass (Spart►na patens) Spike
Grass (Dis►t�cl�s sp�cataJ Sea Lavender (L�mon�um spp ) Glasswort (Sal�corn�a spp ) Black Needlerush
(Juncus roeamenanusJ and Smooth Cordgrass (Spartina alternrflora) A pocket of§404 wetlands
consisiting primarily of sedge grass(Cyperus spp )that measures approximately 25 feet wide by 25 feet
long exists landward of the coastal wetlands on the interior portion of the lot The pro�ect site is
bordered by similar undeveloped lots to the east and west with single family ad�acent residences in
the vicinity The site is bordered by marsh to the north and Ocean Boulevard to the south
The waters of the AIWW ad�acent to the pro�ect are classified as SA by the North Carolina Division of
Water Quality and are NOT designated as Primary Nursery Area The waters are open to the harvest
of shellfish A portion of the pro�ect is located within the High Hazard Flood Area as indicated by Zone
VE on the Flood Insurance Rate Map There are no known archaeological sites located within the
pro�ect vicmity
PROPOSED PROJECT
The applicant proposes to construct 110 linear feet of retaining wall place approximately 553 square
feet of fill material in §404 wetlands construct a single family residence with pool and dnveway The
applicant is proposing an approximately 12 5 feet long wing wall along the western property
boundary The proposed wing wall would be connected to the proposed retaining wall As proposed
the retaining wall would be constructed landward of the coastal wetlands with approximately 53 linear
feet of bulkhead along the northern property boundary ad�acent to the coastal wetlands The
proposed retaining wall would make a 90 degree turn to the south along the eastern property
boundary The retaining wall would then extend approximately 37 feet toward Ocean Boulevard and
finally make a 90 degree turn to the west and extend approximately 7 feet in order to stabilize the
proposed swimming pool (see Sheet 2 of 4) The applicant is proposing to fill approximately 553
square feet of§404 wetlands The proposed §404 wetland fill would be located within the footprint of
the proposed residence and would be stabilized using silt fence and future vegetated cover The
applicant is proposing to bring in approximately 200 cubic yards of fill material to utilize as backfill for
the proposed retaining wall wetland fill and building foundation pad (see Sheet 3 of 4) As proposed
the §404 wetland fill would then allow for the construction of a single family residence measuring
approximately 37 feet in width by 45 feet in length The proposed swimming pool would be located
an average of 10 feet from the rear of the proposed residence approximately 3 feet from the

retaining wall and would be oriented parallel to the proposed retaining wall The applicant is also
proposing to construct a rock driveway measuring approximately 35 feet in width by 25 feet in length
and would be located ad�acent to Ocean Boulevard (see Sheet 2 of 4) The applicant states that the
house would be built on pilings with a concrete slab underneath The applicant has not stated the
proposed finished elevation of the concrete slab relative to mean sea level (MSL) Based on field
observations made on 11/08/11 the pro�ect site appears to be lower in elevation than to two
ad�acent properties
10 ANTICIPATED IMPACTS
The fill needed for bu�lding foundation construction would result in the incorporation of
approximately 553 square feet of§404 Wetlands The construction of the retaining wall and backfill
the single family residence with pool and driveway would result in the disturbance of approximately
5 168 square feet of highground As proposed the development would result in approximately 2 601
square feet of impervious surface

The 0 13 acre lot is located off of Ocean Boulevard West m Holden Beach ad�acent to coastal and
freshwater wetlands that border the Atlantic Intracoastal Waterway The site is located witlun a VE flood zone A
�omt coastall404 wetland line was delmeated along the northern property boundary by Ms Debbie Wilson and Ms
Holley Smder of the NC Division of Coastal Management and Ms Emily Hughes of the U S Army Corps of
,
Engmeers m August of 2011 Additionally a small freshwater wetland pocket was delmeated by Ms Hughes m the
center of the lot Coastal wetlands are vegetated by Spartana altern�ora and Spartana patens Freshwater wetlands
contam wax myrtle(Morella cerzfera) groundsel bush(Baccharzs halamifolia) broomsedge(Andropogon spp)and
pennywort(Hydrocoryle spp) Uplands support wax myrtle and yaupon(Ilex vomctoria)
The existing land use map m the CAMA Land Use Plan for the Town of Holden Beach classifies tlus lot as
Vacant Land smce it is currently undeveloped The future land use map classifies it as Residential The lot is zoned
residential by the Town of Holden Beach
Proposed Pro�ect
The applicant proposes constructmg a single fanuly residence on 8 pilmgs wrtlun the lot Addrtionally a
29 x 13 pool will be constructed belund the house and a 110 foot retauung wall will be installed parallel to the
coastaU404 wetland lme The total area of disturbance withm the lot will be 5 168 square feet and the overall
unpervious area w�ll be 2 601 square feet Approximately 200 cubic yards of fill matenal will be distnbuted
throughout the lot Water and sewer service will be provided by Brunswick County The contractor is currently
prepanng a stormwater plan that will meet the Town of Holden Beach s stormwater requuements Standard
construction methods will be used durmg construction of the pilmgs house and pool
Environmental Impacts
The applicant proposes to fill a total of 0 Ol 3 acre (553 s fl of freshwater wetlands m order to provide
sufficient area on which to build a residence wrthui the lot Because the house will be on pilmgs the applicant
evaluated the possibilrty of partially constructing the house over wetlands m order to muiumze wetland unpacts
However the Town of Holden Beach s zomng ordmance prolubits pilmgs wittun 7 of wetlands Because tlus
wetland pocket is located in the middle of the lot this setback was impossible to aclueve Therefore wetland
unpacts cannot be avoided Because unpacts are mmimal no compensatory xrutigahon is proposed
