Dear Mr McMillan
This tetter provides a description of our proposed stream crossing at approximate Station 13+50 of
the 16 Inch Water Main Extension along Relocated West Boulevard pro�ect for Charlotte Mecklenburg
Util�ties
Following construction of the water main across the referenced swale an erosion blanket will be
placed on the stream banks from the toe of the stream bank to the top of the bank Due to the
shallow stream and wide channel no rip rap will be used in the stream restoration The maximum
ailowable temporary construction disturbance will be 30 feet and the maximum allowable permanent
impact will be 10 feet Restoration requirements will apply to the entire disturbance on the stream
bank ' �

Based on the NC Natural Hentage Program (NHP)database there are five federally endangered species that occur
within Mecklenburg County Haliaeetus leucocephalus (Bald eagle) Lasmigona decorata(Ca�olina heelsplitter) Rhus
michauxii (Michaux s sumac) Helianthus schweinitzu (Schweinitz s sunflower) and Echinacea laevigata (Smooth
coneflower)
According to NHP s Guide to Federally Listed Endangered and Threatened Species of North Carolina L decorata
requires cool clean well oxygenated water that is free of silt and are typically found in stream banks that are well
vegetated with trees and shrubs The Beaverdam Creek Watershed is 303(d) listed by NCDWQ due to impaired
biological integrity Habitat does not exist at the pro�ect site for this species
R michauxii grows in sandy or rocky open woods m association with basic soil survivmg best in areas where some form
of disturbance has provided an open area The pro�ect site contains a stream and grassed areas adJacent to residences
Habitat does not exist at the pro�ect site for this species
Though no species survey was conducted for this pro�ect because the relocated West Boulevard pro�ect whose
workzone encompases the limits of this pro�ect was completed in 2011 it is thought that H schwemitzu and E laevigata
do not exist in this area
H schweirntzii are found on roadsides power line cleanngs old pastures woodland openings and other sunny or semi
sunny situations growing in shallow poor clayey and/or rocky soils
E laevigata typically grows in open woods cedar barrens roadsides clearcuts dry limestone bluffs and power line
rights of way usually on magnesium and calcium rich sods with abundant sunlight
A copy of this PCN was sent to the USFWS at the same time as this submittal
