Dear Mr. Reiter:
On March 12, 2007, the Division of Water Quality (DWQ) received your application dated March 19,
2007, with additional information received on April 12, 2007 and April 24, 2007, to fill or otherwise
impact 0.046 acres of 404/wetlands, 143 linear feet of perennial stream (113 permanent and 30 temporary
impact), and 7,750 square feet of Zone 1 protected riparian buffers to construct the proposed residential
subdivision. The DWQ has determined that your application was incomplete and/or provided inaccurate
information as discussed below. The DWQ will require additional information in order to process your
application to impact protected wetlands and/or streams on the subject property. Therefore, unless we
receive the additional information requested below, we will have to move toward denial of your
application as required by 15A NCAC 2H .0506 and will place this project on hold as incomplete until we
receive this additional information. Please provide the following information so that we may continue to
review your project.
Additional Information Requested:
1. You indicated on your application that your project would require a Nationwide (NW) 39 permit
from the Corps of Engineers. Please verify with the Corps as to which NW permit your project
should be permitted under.
2. This Office believes that you could avoid or minimize the impacts to 404/wetlands, protected
riparian buffers and streams if you were to use directional boring for the sewer line installation.
Please revise your plans to reflect this change.
3. Please submit five (5) copies of page 3 of your PCN form. It appears page 3 of the PCN form you
submitted is actually from a different project.
4. Please revise the stream impact table in Section VI of your PCN form to reflect the stream impact
for "Impact Area 1" shown on your plan sheet.

5. Please revise the wetland impact table in Section VI of your PCN form to reflect the wetland impact
for your second sewer crossing. Be sure to show the wetland impact on your plan sheet as well.
6. On the plan sheet for "Impact Area 3", there is no outlet protection shown. Please revise your
plan sheet to reflect the change and update your impact tables accordingly.
7. This Office believes the impacts to the 404/wetlands could be avoided for your first sewer
crossing shown on the plan sheet, "Impact Area 1". Please revise your plans.
Please respond within three weeks of the date of this letter by sending this information to me in writing
and Lauren Cobb of the DWQ Raleigh Regional Ofl•ice.. If we do not hear from you within three weeks,
we will assume that you no longer want to pursue this project and we will consider the project as
withdrawn.
This letter only addresses the application review and does not authorize any impacts to wetlands, waters
or protected buffers. Please be aware that any impacts requested within your application are not
