DWQ issued a qo1 WQC for stream and wetland impacts associated with the Yates Store Road Extension proect (DW Proect #05 1876 Ver 4) It was initially believed that the proposed proect was not subect to the Jordan Lake Buffer Rules and impacts to Jordan Lake Buffers were not addressed in the original PCN It has since been discovered that the proposed Yates Store Road Extension proect is in fact subect to Jordan Lake Buffers Therefore we are submitting a revised PCN which addresses the impacts to Jordan Lake Buffers The proposed alignment is approximately o 83 miles in length and is located between Yates Store Rd (S R i7i6) and Earnest Jones Rd (S R 1627) along the Wake and Chatham County Line Latitude 35 8080667 N and Longitude 7$ 9237233 W n Cary North Carolina The site contains unnamed tributaries to Indian Creek and is located in the Cape Fear River Basin The Water Quality Classification forthese features is WS IV NSW and the Stream Index number is 16 qi i i8 (i) The Cataloging Unit forthis site is o3030002 Please note that the previous PCN and 4oi WQC referenced the site was in the o3030004 basin The error has been caught and revised in the enclosed PCN The enclosed Letters of Availability for the required mitigation also reference the correct o3030002 basin Proposed Buffer Impacts The proposed extension of Yates Store Road contains two stream/buffer crossings will result in 32 597 sq ft of permanent impacts to Zone i and 18 388 sq ft of permanent impacts to Zone 2 Please see enclosed PCN and Impact Maps for details The buffer impacts at each crossing exceed i/3 acre and will require mitigation Mitigation The applicant proposes to purchase i25 373 sq ft of npanan buffer mitigation in the Cape Fear 03030004 basin from EEP A copy of the EEP Specifically descnbe measures taken to avoid or mirnmize the proposed impacts in desigrnng proect Pnor to site plan development the applicant requested that a detaded wetland delmeation be conducted so that impacts to wetlands and waters could be mirnmized Due to the fact that there are fixed tie in points for this road the Wake/Chatham County Line and an existing subdivision (Weldon Ridge)within the vicmity of the proect impacts could not be entirely avoided The road was routed to follow the Wake/Chatham County line so that segments of the subdivision would not be split between the two counties However as stated above the original design and approval at impact A was for 225 linear feet but has been reduced to 186 Imear feet The entire roadway was originally planned as a 4 lane divided median but after reviewmg traffic data and additional discussions with the Town it was determined that the road could be reduced to 2 lanes at the stream crossings The additional lanes will be permitted by the Town when needed as dictated by traffic volume Page 6 of 11 PCN Form—Version 1 3 December 10 2008 Version 1 b Specifically describe measures taken to avoid or mirnmize the proposed
