(USACE) and the NC Division of Water Quality (NCDWQ) that the activities proposed below may proceed under Nationwide Permit 29 and General Water Quality Certification 3821 This pro�ect consists of a multi famdy residential development with impacts associated with a road crossing It s important to note that a pre application meetmg was held on September 28 2010 with Annette Lucas and Martm Richmond of the NCDWQ the applicant the pro�ect engineers and me The purpose of this meeting was to discuss the Stormwater Management Plan(SMP) specifically the stormwater devices and their locations In 2007 this proJect received preliminary site plan approval from the Town of Wake Forest mcludmg prelimmary approval of the SMP Additionally the proposed location of one of the stormwater devices is Iocated withm the footprint of a previously approved diffuse flow device for the L�gon Mdl Extension pro�ect (DWQ Pro�ect No 20030570v 3) As a result of the pre application meetmg the resolution that the NCDWQ agreed to was that BMP#3 for the Woodfield Creek Apartments would capture and treat the 2+ acres of stormwater from Ligon Mdl Extension and that this modification to the diffuse flow plan for the Ligon Mill Extension pro�ect would be resolved admirnstratively by a letter/note to the file along w�th Symphony Properties LLC acceptmg the Operations & Maintenance of the new modified BMP Please also note that m the 2010 timeframe the City of Raleigh required the current property owners to take a pump station that is located ad�acent to the proposed Ligon Mdl Extension off line and design a sanitary sewer outfall that would connect to an existing sarntary sewer easement that �s located withm the proposed pro�ect boundaries In our pre application meeting in September it was thought that the Woodfield Creek Apartments pro�ect would mclude the sanitary sewer connection However it has recently been decided that the sanitary sewer outfall and connect�on wdl be subm►tted by
