A ma�onty of the proJect will occur within or ad�acent to existing mainatined utility corndors General land use in the
vicinity of the pro�ect corridor consists of mix of light industnal residential areas active farmlands forest and clear cut
areas Primary natural habitat types consist of mamtained utility corrdiors pine and hardwood forests and floodplain
wetlands A variety of other land use areas are located along the pro�ect corndor and include landscaped or maintained
lawns roadway nghts of way(ROWs)or lightly developed areas

The primary purpose of this pro�ect is to replace a seection of aging gas line within the corndor Additionally PNG has
discovered that some area of existmg easement have been encroached upon by local murncipalities In these areas it is
necessary to obtain new ROW for safety purposes
3e Describe the overall pro�ect m detail includmg the type of equipment to be used
Replacement of existing gas line mvolves excavation of the old 4 inch line and replacement with new Ime of the same
diameter During routing review for the planned replacement areas of encroachment by local murncipalities were
drscovered facilitat�ng the need to obtam new ROW(parallel to the existing ROW)and abandon those sections where
encroachment has occurred PNG has routed the new gas Ime such that it parallels or is installed within existing natural
gas ROW for its entire route withm the pro�ect corndor
In uplands PNG plans to remove and replace the existing line w�thm the existing 30 ROW To minimize disturbance to
�unsdictionaf Waters of the U S PNG plans to leave the abandoned prpelme m place�n areas of encroachment or areas
that will be bored At bore locations PNG plas to install a new line in an additional 10 of proposed ROW ad�acent to the
existing 30 ROW Of the 40 ROW in areas that wdl be bored only 30 will be permanently maintamed In areas where
local murncipalities have encroached on PNG s existing easement the line wdl be abandoned in place and a new 40
ROW acquired 30 of the newly acquired ROW wdl be permanently maintained Disturbance at wetland and stream
crossings will be limited to 40 in width dunng construction At cross►ngs that do not mvolve HDD/bore a trench will be
excavated to install the pipe Within wetlands stump removal or light grading may occur outside of the trench Ime only if
required for safety reasons and toposil and subsod excavated from the trench wdl be segregated The pipe will then be
lowered into the trench and the trench backfdled with the toposd replaced last Affected wetland areas and stream
crossings will then be restored to pre disturbance contours stabdized and seeeded with specialized native seed mixes
Affected portions of the TWS will be allowed to revegetate naturally and temporardy impacted Zone 1 portions of the
Neuse River buffer wdl be planted with native woody species Streambanks temporanly affected by trenching or
placement of equipment bndges wdl be stabilized with coir matting and native woody plantings
The pro�ect will terminate at an existmg city gate station located west of Baldree Road Industry standard earthmoving
and pipelining equipment such as bulldozers excavators dump trucks a�d sidebooms wdl be used to conduct the work

1 Avoidance and Mmimization
1a Specifically descnbe measures taken to avoid or mirnmize the proposed impacts in desigrnng pro�ect
The pro�ect was designed to parallel existing utility ROW Wetlands and streams were delineated within an approximately
300 foot wide corrdior and avoided where practicable The combined width of the permanent ROW and TWS will be not
exceed 40 feet at stream and wetland crossings Efforts were made to site extra TWS needed for bore or dnll setups away
from wetlands and streams
1 b Specifically descnbe measures taken to avoid or mirnmize the proposed impacts through construction techniques
The pro�ect wdl make use of honzontal direction dnll (HDD) and conventional bores (collectively referred to as trenchless
crossings) Crossings where trenchless methods wdl be employed include Sandy Creek and Hominy Swamp
Where streams are not bored or dnlled isolation methods (dry construction with clean water dam and pump or dam and
flume)will be used impacts wdl be mmimized by stabilrzmg the temporanly affected banks with coir matting and deep rooted
vegetation rather than nprap Wetland impacts wdl be minimized dunng construction through the use of equipment mats at
crossings and trench plugs to prevent alterations to wetland hydrology
