My step-mother, my brother and I are the owners of lots on Livingston Creek off of Livingston Hill Road and Delco Cemetery Road. John A. Bullock PO Box 81 Delco, NC 28436 In response to Public Notice Action ID#: SAW-2010-01309 Piedmont Natural Gas Co. Inc. natural gas pipeline between Hamlet and Wilmington. These lots are located on Livingston Creek and any lots located on water have a long term value that can not necessarily be measured presently. This property will be developed if allowed to develop and in our family's case will flow down to my Nephew and Niece. As the Wilmington area and Brunswick County area on the Cape Fear River Basin continue to move in southeastern Columbus County's direction, the long term value of these lots will increase and the near term opportunity of housing and increased tax basin moving into the area improves. The pipeline current path will eliminate this opportunity for my family and the future use of others. The part of Livingston Creek that this pipeline will affect is currently utilized by those in the community for recreation and fishing. Another major concern is the impact on the current flow of the creek and its basin. It would appear to be very unlikely that his pipeline will not cause harm to the creek, the flow of the creek and the basin in times of significant rainfall during storms and hurricanes. As someone that still visits the area monthly the flood plain basin has to have environmental value to the area and will be disturbed by this pipeline. Public Notice 2 Issue Date: October 14, 2011 Comment Deadline: November 14, 2011 Corps Action ID#: SAW-2010-01309 The change of path for flow of water in Livingston Creek as a result could lead to additional issues that impact the environment, wildlife and future enjoyment and use by my family and the community. Thank you and the Corp of Engineers for the research and evaluation of this project. The overall benefit has to be weighed against the cost. The cost of this project is impactful on the area, the people that utilize this area and on my family's future opportunity to build and re-settle in the area.
