E-mail correspondence to and from this address may be subject to the North Carolina Public Records Law and may be disclosed to third parties. 1 11-0894 C & D Landfill, Wake County Major Variance Request REVISED AML comments October 31, 2011 Please provide a cross-section of the landfill that shows the depth of excavation and the level of the Seasonal High Water Table (based on a soils report by an appropriate professional, which should also be included). Please provide engineering plans and details of the devices that will be used to prevent leachate from infiltrating into either the ground or the pipe that will be conveying the stream flow. 2. Please provide temporary stormwater management measures at every proposed discharge point that are adequate to detain the 1.5 inch storm for a period of 5 to seven days and to detain the 25-year, 24-hour storm without overtopping the emergency spillway. Please be certain that each of the proposed temporary BMPs can be easily accessed for construction and maintenance. Each of the three proposed discharge points must be equipped with a stormwater BMP that removes a minimum of 85% TSS, 30% Total Nitrogen and 30% Total Phosphorus after the landfill is closed. Please provide a BMP Supplement Form for each proposed best management practice (including both worksheets, Design Summary and Required Items Checklist), as well as all of the required items. The BMP Supplement Forms are available on the DWQ web site at: http://portal.ncdenr.org/,,veb/wq/ws/su/bmp-manual. Please be certain that each of the proposed permanent BMPs can be easily accessed for construction and maintenance.
