NC 63 from west of Newfound Church to SR 1004(Newfound Rd.)would be widened to a four-lane median divided section. In June 2006, NCDOT received a letter from SHPO to report that the Leicester Historic District was no longer eligible for the National Register of Historic Places because of a loss of integnty. Two properties in the vicinity still remain eligible (Frisbee store and Dr. C.K. Hughes House). The three-lane curb and gutter section from SR 1615 (Gilbert Rd.) to just east of SR 1620 (Alexander Rd.) and the four-lane divided section from just east of SR 1620 (Alexander Rd.) to SR 1004 (Newfound Rd.) were developed further. Based on this typical section, NCDOT, FHWA and SHPO met twice to discuss impacts to the 2 eligible properties and in September 2007 the SHPO granted a determination of"no adverse effecY' for both properties. FHWA followed with a "de minimis° finding for both Section 4(� properties. Based on this information, there was no longer a need to study the two new location avoidance alternatives. 4. Hydraulic Recommendations Water resources in the study area are part of the French Broad River Basin. Cunently there are no buffer rules administrated by the DWQ within the French Broad River Basin. According to the North Carolina Wildlife Resources Commission (NCWRC), there are no trout streams in the project study area. There are no designated anadromous fish waters or Primary Nursery Areas present in the study area. There are no designated High Quality Waters (HQW), Outstanding Resource Waters (ORW) or water supply watersheds (WS-I or WS-In within 1.0 mile downstream of the study area. The North Carolina 2010 Draft 303(d) list of impaired waters identifies Newfound Creek within the study area as impaired water due to fecal coliform. No Benthic monitoring or fish sampling stations are located within 1.0 mile of the project study area. Eightjurisdictional srreams were identified in the study area (see Table 2). One jurisdictional wetland was identified within the study area and it is within the French Broad River basin(see Table 5). Sueam and wetland impacts are quantified in Table 10. There are five major stream crossings involved within the project limits(see Table 9). Table 9. Construction activities associated with the proposed project have the potential to add cumulatively to the pollutant loading into local streams (i.e. Newfound Geek and Dix Creek). Adverse effect to these water resources is not anticipated to be significant due to the implementation of Best Management Practices. . Cumulative effects within the project area are expected to be minimal based on the limited water and sewer infrastructure available. The lack of water and sewer infrastructure makes large scale : development unlikely. Furthermore, the terrain in the project area makes development difficult in many locations. "� • Natural Resources The proposed project lies in the Blue Ridge physiographic region of North Carolina. Topography in the project vicinity is comprised of gently rolling hills with nattow, level floodplains along streams. I The elevation in study area is approximately 2,650 feet above sea level. Safety An accident study conducted between August l, 2008 to July 31, 2011 shows that 143 accidents occurred along the subject section of NC 63. The total accident rate for NC 63 was higher than the statewide average for rural two-lane NC routes during this time period. Additionally, the accident rates along NC 63 were higher than the statewide average for all accident types, except for nighttime accidents. The most frequent type of crash (46 %) consisted of rear-end collisions (slow or stop). This was followed by fixed object collisions (18 % of the total � accidents). A summary of the accident rates for the analyzed section of NC 63, statewide average rates and the critica] rates ' for similar rural facilities is provided below in Table 8. Table 8. The critical crash rate is a statistically derived value against which a calculated rate can be compared to see if the rate is above an average far enough so that something besides chance must be the cause. 'Exceeds Critical Rate. 3. Alternatives Eliminated and Further Developed The project was originally scoped as widening the existing two-lane facility to a four-lane divided typical section. The project was placed in the Merger Process due to significant stream impacts (despite efforts by NCDOT to reduce the cut and fill slopes). The merger team met in February 2005 and addressed Concurrence points 1 and 2 in one meeting. The altematives agreed upon by the merger team for detailed study (Concurrence Point 2)are listed below: ➢ Three-lane section from SR 1615 (Gilbert Rd.) to just east of SR 1620 (Alexander Rd.) and four-lane �". median divided section for the remainder of the project, from just east of SR 1620 (Alexander Rd.) to �Y•y SR 1004 (Newfound Rd.) � ,� ' ➢ Four-lane median divided section for the entire length of the project, from SR 1615 (Gi1beR Rd.)to SR 1004(Newfound Rd.) NCDOT also developed two new location altematives to avoid the Leicester Historic Dishict. ➢ Northern Avoidance Alternative: Four-lane median divided section from existing NC 63 just east of ! SR 1380, extending to the north of the Leicester Historic Dish-ict for approximately 1.2 miles, then tying ' back into the existing NC 63 alignment just west of Newfound Church. NC 63 from west of Newfound Church to SR 1004(Newfound Rd.)would be widened to a four-lane median divided section. ➢ Southern Avoidance Alternative: Four-lane median divided section from existing NC 63 just east of SR 1380, extending to the south of the Leicester Historic District for approximately 1.2 miles, then tying back into the existing NC 63 alignment just west of Newfound Church. NC 63 from west of Newfound Church to SR 1004(Newfound Rd.)would be widened to a four-lane median divided section. In June 2006, NCDOT received a letter from SHPO to report that the Leicester Historic District was no longer eligible for the National Register of Historic Places because of a loss of integrity. Two properties in the vicinity ' still remain eligible(Frisbee store and Dr. C.K. Hughes House). The three-lane curb and gutter section from SR 1615 (Gilbert Rd.) to just easY of SR 1620 (Alexander Rd.)and Yhe four-lane divided section from just east of SR 1620 (Alexander Rd.) to SR 1004 (Newfound Rd.) were developed further. Based on this typical section, ' NCDOT, FHWA and SHPO met twice to discuss impacts to the 2 eligible properties and in September 2007 the SHPO granted a determination of"no adverse effecY' for both properties. FHWA followed with a "de minimis" finding for both Section 4(fl properties. Based on this information, there was no longer a need to study the rivo new location avoidance alternatives. 4. Hydraulic Recommendations Water resources in the study area are part of the French Broad River Basin. Currenfly there are no buffer rules administrated by the DWQ within the French Broad River Basin. According to the North Carolina Wildlife , Resources Commission (NCWRC), there are no trout streams in the project study area. There are no designated � anadromous fish waters or Primary Nursery Areas present in the study area. There are no designated High ' Quality Waters (HQW), Outstanding Resource Waters (ORW) or water supply watersheds (WS-I or WS-In within 1.0 mile downsh�eam of the study area. The North Cazolina 2010 Draft 303(d) list of impaired waters identifies Newfound Creek within the study area as impaired water due to fecal coliform. No Benthic monitoring or fish sampling stations are located within 1.0 mile of the project study area. Eight jurisdictional streams were identified in the study area(see Table 2). One jurisdictional wetland was identified within the study area and it is within the French Broad River basin(see Table 5). Stream and weUand impacts are quantified in Table 10.
