Marine Corps Air Station (MCAS) Cherry Point is proposing the repair
of an existing bulkhead and riprap apron on the shoreline of the Neuse
River in Grant's Landing, Craven County. The bulkhead and riprap apron
received damage and subsequent erosion during a severe storm event
(Hurricane Irene). The project will not require any wetland fill or any
permanent riparian buffer impacts, but will restore the previously
existing conditions on the shoreline. Therefore, we are submitting this
PCN for your notification only.
Please find enclosed, five copies of the Pre-Construction
Notification (PCN) form and construction drawings for your review and
distribution. A copy of the PCN and construction drawings have been
sent to the U.S. Army Corps of Engineers for their review and approval
as well.
Detailed information is enclosed on the application form and

Responses to Sections of Pre-Construction Notification Form
Section B - 4a. :
MCAS Cherry Point is currently in the process of having a Jurisdictional Determination
completed for the entire Air Station. However, due to the nature of the project site (an
existing bulkhead and riprap), there are no wetlands with the limits of disturbance.
Section F - 5d. :
Data from the USFWS and NCNHP were utilized to determine if any endangered species exist
in the area. While it has been noted that two federally protected species could potentially occur
in the area (Leatherback Sea Turtle and West Indian Manatee), due to the location of the work
(on the shoreline) it is highly unlikely that the project would have an impact on either species.
Section F - 6b. :
A 2007 report titled "Essential Fish Habitat Assessment and Study of the MCAS Cherry Point
Areas of Responsibility" was utilized for the EFH assessment. While there is the potential the
EFH exists in the vicinity of the project, due to the location of the project (on the shoreline)
and the minimal impacts, it is unexpected that the project will have any effect on EFH.
Section F - 7b. :
A 2008 report titled "MCAS Cherry Point Integrated Cultural Resources Management Plan"
was utilized for the evaluation of historic and archaeological resources. None are located
within or near the project area.
