They need it asap since they are having trouble and are already under construction. I told them since it was a buffer auth. Only it wouldn't need an app. fee (so I'm not sure how to do it as a mod to the existing permit as that would require a fee right?) and since I have all the info I need in the current file, I told them these documents were sufficient for me to issue an approval. I've went to the site last week. How do we handle this in BIMS and what DWQ# should I use? Thanks. Also, find enclosed the proposed plan showing the culvert and the disturbance and the Reforestation plan. As discussed, we are proposing a temporary culvert with filter fabric below the outlet of the culvert down to the stream banks and into the stream. We are informing the contractor that the filter fabric needs to be stapled to the banks to keep it in place and will make sure that it gets done right. With our proposed approach we don't foresee much stream bank disturbance but we wanted to make sure that the pipe is sloped gently to avoid high velocities/erosion at the pipe outlet. The pipe will be installed using a mini-track-hoe. I hope I didn't miss anything here from our previous discussions but please let me know if I did and I will make changes accordingly. The approach to me sounds good froneering perspective but7wanted`fo ask you from a Jordan buffer perspective I've allowed ypass culverts'in the'buffer,(bypass from level spreaders vs having swales) when the slope is too steep or in other extreme circumstances that we feel a swale would do more harm than good. How do;you feel about what Shannon is suggesting we do? We are going with-the assumption that everything is temporary and will be removed, reforested and brought back to original grade after construction is done. Please let me know, If this sounds like an acceptable measure that you could consider I Will do the letter based on Shannon's proposed solution. Cyrrejitly, the contractor is using a 15" pvc culve a.conveythe.water4o the streaii via a mechanical pump. It looks like the'ditch line is "I81'?,Ii wer than the-stream banks; If you use a temporary culvert, you can provide inlet protection at the inlet to capture any sediment from the roadway before it flows through the culvert and into the stream. We could place the filter fabric below the outlet of the culvert down the stream banks and into the stream, like what is in the field now. The fabric would need to be stapled to the banks very good to keep it in place. This will allow very minimal stream bank disturbance (just enough to install the culvert and obtain positive drainage). I would thix?tk tfie:filter fabric will protect-the. banks instead. of installing rip-rap. By installing a temporary eulvert'(and using a mini-track hoe for installation), I believe this would be the less intrusive method to divert the water around the pump station area. I guess the 'question would be: will DWQ allow a temporary culvert piped directly into the stream in the buffer? I-would estimate that the elevatiop from the bottom of the stream to the top of the stream b ould be -4-5', very close to whit the topo shows on the plans. If you can't?temporaryy.cufvert and have..to install.the'., swale, you will need to obtain a ve ' "gradual slope on'the channel to keep it from washing. The diversion would need to outlet on the same ``grade'as the stream bed. It could be slightly higher if you wanted to stabilize 'the swale with rip-rap. The entire swale would have to be seeded & covered with an adequate matting. A good rock check dam would have to be installed at the outlet end of the swale to capture any sediment prior to seed germination. 1 ? t The. contra a'as constructed diversion"berm along Leabourne Rd, so any water alon the roadway is'now 4irec?e into the culvert under the pump station access road. This should help reduce the amount of water that was going toward the pump station. Let me know what you decide to do. I have looked over the pdf you sent. I do not see a problem with installing a culvert across the access road. You will need outlet protection below the culvert outlet. However, I do not think grading a diversion directly to the stream is a good idea,J would recommend termipating the-diversion ditch at the edge of the stream buffer .This would allow sheet flow info and across the buffer zone. They have had several stormwater issues onsite and asked me if I could help them with the buffer part of the permitting. The main issue is that when it rains hard there is a lot-of water draining into the site and it is making the constructiori,of the lift station very difficult and has some people worried about what could happen if we don't handle the.storm drainage soon. From what I hear with the severe rains that w_e have had his fall-some of the water from the access road and upstream of the access road was actually draining into the hole for the lift station and as you know that it's a very expensive hole 0 (half a million $)... The attached plan shows the temporary measures proposed for the work and since it involves temporary buffer disturbance I contacted Sue Homewood for her advice and approval. We also wanted to check with you and see if you are ok with the proposed temporary measures. Do you have sometime in the.next couple of days to meet with us onsite? With more rain is coming .our way and sinceaccording to the predictions we may get between 1-2 inches we met with Sue and Corey today. The contractor has installed some temporary measures before we get our official temporary disturbance approval (pipe on the surface that drains the water from the sediment area to the stream). Sue and Corey suggested that we contact you to see if you need anything additional to what is shown on the plan. Our main question is if you feel that an energy dissipator is needed after the swale (right where„the temporary swale is discharging into the stream). If one is needed I need to take that,(or any additional temporary measures that you may need) into coreideration and include that information on the letter to Water Quality. Please let me know if you have anytime in the`next couple of days. Tomorrow morning I am pretty open but I have planning board in the afternoon. On Thursday I have a meeting at 11 am and one at 3:30 and Friday is open. Thank you so_much for your help and let me know about the meeting or if you want to discuss over the phone instead. As shown in the attached plan, the temporary system to bypass the stormwater runoff for the site in reference will entail a temporary disturbance of approximately 285 sf in Zone 2 of the Jordan Lake Stream Buffers and approximately 320 sf in Zone 1 of the Jordan Lake Stream Buffers. The Zone 1 & 2 disturbances are necessary to allow for the construction of a temporary stormwater bypass to handle the runoff from the access road, required to avoid stormwater draining into the construction area for the lift station. As shown on the plan, the proposed bypass system consists of an 18"culvert under the access road to route the water from the west ditch to an 18" pipe to be installed within the buffer. The proposed 18" pipe at 1 % slope is needed to handle the runoff from both access road ditches. A rock pipe inlet protection is proposed on the upstream area of the pipe and on the downstream area matting (Nagreen C350) should be installed. No stream disturbance should take place as a result of this temporary fix. Following the completion of construction, the temporary bypass system will be removed and the stream buffer will be restored to its current state. The City of Greensboro investigated other options to bypass the surface water and drain it away from the construction site for the lift station. A swale was considered but it was suggested by the Division of Land Resources that the proposed pipe would be a much desired temporary fix. Trees should be planted at a spacing of 8x8 to 10x 10. Shrubs should be planted at a spacing of 3x3 to 5x5. For approximately 650 sf of disturbance 5 trees will be needed. For approximately 650 sf of disturbance 18 shrubs will be needed.
