3d. Explain the purpose of the proposed project:
The purpose of this application is to install a culvert pipe and fill material, to allow for the construction of roads and
infrastructure to support a single family for a residential community. This project will occur in one phase. The proposed
impacts will occur in the first phase of the project and no additional impacts are proposed at this time.
3e. Describe the overall project in detail, including the type of equipment to be used:
The subdivision, in its entirety, is proposed to be developed for single family residential. The site consists of 41.43 acres
to be developed with residential dwellings, roads and infrastructure. Equipment utilized in the development of the
community will consist of the following (but not limited to): road preparation equipment and utility installation equipment
(motor graders, excavators, rubber tired bulldozer and loader, vibrator and static rollers, pavers, hauling vehicles,
trenchers and trench boxes, directional boring equipment, etc.), house site development (bush hogs, backhoes,
bulldozers, graders, and hauling vehicles, etc.). The development plan will call for the installation of a roadway system
that meets DOT standards. Two of the impacts proposed are anticipated due to the contruction of the road ways and the
third impact proposed is a reduction in elevation to allow existing surface flow into the wetlands and to promote drainage
the wetland area. The road construction is to be done in accordance with standard construction practices. The area of
impact is proposed to be 0.0863 acres (3,761 sq. ft.). Two temporary impacts are proposed approximately 3.5' on the
outside of the permanent impact to allow for any sonstruction disturbance. A stream impact is also propsed on each side
of the existing culvert. There is also a proposed 10' temporary impact on each side of the culver to allow for construction
disturbance as well. The temporary impacts will be mitigated back to pre impact conditions through the stabilization of the
banks and installation of seed or sod to p[revent future erosion and the establishment of new and existing wetlands
vegetative species. It will consist of the installation of a new culvert in place of the existing culvert and stabilizing fill
material to allow for roadway construction. See attached Sheet WTLND-1 for impact specification. The supply line for the
wastewater systems are to be installed under the wetland areas by directional bore method to avoid any impact to
wetland areas.

The proposed right of way shows minimization by proposing the crossing extend across a the narrowest portion of the wetland
and in addition utilizing the existing road crossing in the proposed subdivision. The impact proposed is less than one tenth of
an acre. Also, note the down stream side of the impact will utilize a concrete/masonary headwall and a 3:1 slope is proposed.

The proposed development is utilizing the property in compliance with local government regulations and ordinances for
single family residential developments. The site design has been optimized to utilize the on site soils according to
wastewater rules and to minimize impacts to the 404 wetlands onsite. Due site conditions, and regulatory requirements,
no additional homes or lots are anticipated; therefore, no additional impacts are anticipated. Homes will be constructed in
a maner so that construction equipment can be utilized without entering wetland areas. Homesite envelopes should be

The Wilmington Regional Office received a complete Stormwater Management Permit
Application for Old Dock Plantation on June 29, 2011. Staff review of the plans and
specifications has determined that the project. as proposed, will comply with the
Stormwater Regulations set forth in Session Law 2008-211 and Title 15A NCAC
2N 1000. We are forwarding Permit No. SW8 110424; dated July 14. 2011, for the
construction of the subject project.
This permit shall be effective from the date of issuance until rescinded and shall be
subject to the conditions and limitations as specified therein, and does riot supersede
any other agency permit that may be required
If any parts, requirements, or limitations contained in this permit are unacceptable. you
have the right to request an adjudicatory hearing upon written request within thirty (30)
days following receipt of this permit. This request must be in the form of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed
with the Office of Administrative Hearings. P O. Drawer 27447, Raleigh, NC 27611-
7447 Unless such demands are made this permit shall be final and binding
