PROJECT SUMMARY: The applicant proposes to allow for the installation of a new boatlift at an existing docking facility into Banks Channel. Frank Edmonds Paae 2 9. PROJECT DESCRIPTION: The project site is located at 47 Pipers Neck Road on Figure Eight Island, adjacent to Banks Channel and Middle Sound, in New Hanover County. The island is accessed from the mainland at the end of Edgewater Club Road (SR 1402), by private bridge over the Atlantic Intracoastal Waterway (AIWW) and an earthen causeway, which traverses Middle Sound. Heading east on the causeway, turn right on Beach Road South and travel south approximately 1.5 mile. Turn right onto Little Neck Road and then take a left at the stop sign onto Pipers Neck Road and continue until you reach the property of interest that will be located at the end of the cul-de-sac. The applicant currently maintains a two story single-family residences on the property and the property is approximately 0.47 acre in size and averages 6 feet above normal high water (NHW). Upland vegetation on the property consists of maintained lawn grass and ornamental landscaping. The approximately 210 feet of shoreline frontage is stabilized by an existing wooden bulkhead. Located on the waterward side of the bulkhead is an area of coastal wetlands consisting primarily of Smooth Cordgrass (Spartina altemiflora), measuring approximately 25 feet wide. Waterward of the NHW boundary is an intertidal strip of sand, which is approximately 10 feet wide. The applicant currently maintains an existing access pier, which extends into Banks Channel, measuring approximately 60' in length by 6' in width. An access ramp leads from the access pier onto an existing floating dock, measuring approximately 40' in length by 10' in width, which runs parallel to the shoreline. The existing docking facility currently accommodates up to three (3) vessels (See Sheets 1 of 4 through 4 of 4). The New Hanover County Land Use Plan classifies adjacent waters and high ground portion at the property as Conservation. The waters of Banks Channel and Middle Sound are classified SA-ORW by the Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to allow for the installation of a new boatlift at an existing docking facility into Banks Channel. A new boatlift, measuring 13' in length by 14' in width would be installed on the most southern side of the existing floating dock. The proposed boatlift would provide docking space for an additional vessel and allow the facility to accommodate up to four (4) vessels. The application states that the existing water depth in the area of the proposed boatlift structure would be approximately -6.0 at normal low water (NLW) (See Sheets 1 of 4 through 4 of 4). . 10. ANTICIPATED IMPACTS: The proposed structure would incorporate an additional 182 sq. ft. of Estuarine Waters and Pubic Trust Area. The proposed structure would extend approximately 81 feet into a waterbody, which measures approximately 400 feet across. This distance would conform with both the 1 /4 rule and the established pier lengths. Based on the application, the proposed structure would not encroach into the 15' riparian property setback requirement.
