David Noble U.S.Navy Navy Region Mid-Atlantic 1510 Gilbert Street Norfolk, VA 23511 Subject Property: U.S.Navy Target Pads—Support Areas Improvements—Navy Bombing and Electric Ranges Pamlico Sound [030155, 30-22, SA, HQW] REQUEST FOR MORE INFORMATION Dear Mr.Noble: On August 15, 2011,the Division of Water Quality(DWQ)received your undated and unsigned application to fill or otherwise impact 7.434 acres of 404/wetlands and 0.00 square feet of Zone 1 Tar- Pamlico River basin protected riparian buffers and 0.00 square feet of Zone 2 Tar-Pamlico River basin protected riparian buffers to construct the proposed upgrade to the U.S. Navy Dare County Bombing Range at the site. The DWQ has determined that your application was incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the additional information requested below, we will place this project on hold as incomplete until we receive this additional information. If we do not receive the requested information, your project will be formally returned as incomplete. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. Please locate the project boundaries on the most recent bound and published Dare County soil survey and the USGS 1:24,000 topographic map for the project. 2. Please locate all isolated or non-isolated wetlands, streams, and other waters of the State as overlays on the site plan. 3. Please locate all of the protected riparian buffers as overlays on the site plan,clearly showing Zone 1 and Zone 2. 4. Please re-submit your site plans on full plan sheets at a scale of no smaller than 1"=50' with topographic contours shown. Per the requirements(f the Tar-Pamlico River Basin Ripar:an Buffer Rule,y(u must show that this site meets diffuse flow requirements with a level spreader or other BMP per Chapter 8 of the BMP Manual (see http://portal.ncdear.org/web/wq/ws/su/bmp-manual). 6. Please identify whether the wetlands proposed to be filled are riparian or non-riparian. Once you have established whether the wetlands proposed to be filled are riparian or non-riparian, please provide a compensatory mitigation plan to impact 7.434 acres of 404 jurisdictional wetlands. The plan must conform to the requirements of 15A NCAC 2H .0500 and must be appropriate to the type of impacts proposed. 7. Please provide a signed and dated copy of the application. Please submit this information within 30 calendar days of the date of this letter. If we do not receive this requested information within 30 calendar days of the date of this letter,your project will be returned and you will need to reapply with a new application and a new fee. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time)by the DWQ.
