McLeansville, NC 27301 Subject: Woody Mill Interchange Project R-2612A Guilford County DWQ No: 20(Dg1070 Dear Mr. Smith: On September 27, 2011, Amy Euliss, Division of Water Quality (Division) regional staff conducted a site visit following the discovery by NCDOT staff, of sediment in jurisdictional streams and a wetland on the Woody Mill Interchange Project in Guilford County. The site visit was in conjunction with yourself, and other NCDOT and contractor staff. During the site visit, it was noted that a sediment loss had occurred as a result of a failed silt fence and rock silt screens. These failures occurred as a result of approximately six inches of rain falling over the weekend. The loss of sediment is a violation of 15A NCAC 02B.0211 (3)f. The fill of ajurisdictional wetland without authorization is a violation of Title 15A NCAC 2B .0231(a) and (b) (1) and (5). Upon discovery; NCDOT quickly contacted the Division to report the sediment and seek clean up recommendations. As a result of the site inspection, one wetland and two streams received sediment. The stream at culvert site 6 received sediment and 57 wash stone. Accumulates did not warrant clean-up. The stream and wetland complex associated with the borrow site also received sediment. Once the stream clears up, if accumulated sediments in the stream channel are greater than a thin film, then they shall be removed. As for the wetland, it was determined that accumulated sediment greater than a thin film are to be removed from the wetland by hand allowing very few workers in the wetland at one time to reduce disturbance to the vegetation. During the inspection, the NPDES Construction Stormwater Records were reviewed. The records need some addition information; however they were deemed compliant. The Division would like to commend NCDOT Division 7 for their prompt response to this matter. The Division appreciates the time NCDOT staff spent discussing the site, and the immediate response taken by NCDOT.
