PROJECT DESCRIPTION: The project site is located at the north-end of Jordan Blvd., adjacent to the AIWW, in Holden Beach, Brunswick County. To get to the site from Wilmington take US Hwy 17 S to Mt. Pisgah Rd. Turn left onto Mt. Pisgah Rd., Mt. Pisgah Rd. merges with NC Hwy 130, and continue on NC Hwy 130. Cross the high rise bridge to Ocean Blvd E. Take a left onto Ocean Blvd E. Take your first left and follow the road to the end. The road will terminate at the AIWW. The property is approximately 1.28 acres. The property has an elevation ranging from approximately 18' above mean sea level (MSL) to sea level. There is an existing asphalt driveway and parking area on-site along with a wooden stage and lift station. In addition there is a pier used by the US Army Corps of Engineers that measures 3' in width and 90' in length with a L-head measuring 10' in width and 14' in length. The upland area between the existing stage and normal high water (NHW) is vegetated with Wax Myrtle (Myrica cerifera), Live Oak (Quercus virginiana), Yaupon (Ilex vomitoria), Red Cedar (Juniperus virginiana). The high marsh portion of the coastal wetland area ranges from 10' to 15' in width and is vegetated primarily with Salt Meadow Grass (Spartina patens). The high marsh area transitions to a low marsh area that is vegetated primarily with Salt Marsh Cordgrass (Spartina alternifora) and varies in width from 30' to 40'. The normal high water (NHW) line is located along the transition from high marsh to low marsh. The Town of Holden Beach Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has NOT designated this area of AIWW as a Primary Nursery Area, and the waters adjacent to the proposed project are open to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to install a pier measuring 145' in length and 6' in length, 30' over water, with a T- head measuring 20' in width and 40' in length. There are no slips associated with this structure. The water depth at the end of the proposed pier is approximately -4' @ NLW. The applicant is also proposing to construct a 36' x 36' covered stage located approximately 63' landward of the NHW with an attached 12' x 36' observation deck, 20' x 20' picnic shelter, an elevated walkway measuring 3' in width and 45' in length accessing the USACOE pier and a 2500 ft.' playground area. 10. ANTICIPATED IMPACTS The proposed project would disturb approximately 4,763 ft.2 of highground, approximately 720 ft.2 of which would be located within the Estuarine Shoreline Area of Environmental Concern (AEC). The proposed pier would shade approximately 240 ft.2 of coastal wetlands and the platform would incorporate approximately 800 ft.2 of estuarine waters and public trust area. Submitted by: J. W. The Town Pier shall extend no further than the USACE Pier to insure "0" impact to access or navigation. A terraced walk will be installed to better facilitate foot traffic to and from the shoreline and the USACE Pier. T he illustration at riaht is shown without vegetation for _iaritv.The area is to remain natural and unspoiled. From the pier a handicapped walk extends to the Pavil- ion. A 36'x 36' covered town stage suitable for a variety of entertainments - bands, stage plays, etc. A place to relax when the stage is not booked that visitors can get a broader view of the waterway on the attached 12' x 36' observation deck. On the left, a picnic shelter and 4 individual picnic tables I r 2500+ sa ft. Playground -The area will be equipped t `or children from pre-school to 12 years of age.
