The site is located west-southwest of the intersection of Old House Road and U.S. Highway 17 in Surf City, Onssow County, North Carolina. ECS completed a Wetland Delineation on July 18, 2011. Based on our assessment, jurisdictional wetlands and a jurisdictional ditch were determined to exist on the subject site. The jurisdictional ditch is 0.010 acre and located on the southern portion of the site. Additionally, there is a small wetland finger (0.002 acre) extending on the northern portion of the site. ECS received your verbal verification of the wetland delineation in September 2011. We are submitting the revised JD form and Wetland Survey for written verification in conjunction with the PCN application form. The proposed development will impact approximately 0.010 acre of the jurisdictional ditch located on the southern of the site (See Attachments). There is an unimproved dirt road on the northern portion of the site. The site is bound to the north by wetlands that appear to drain towards the Holly Shelter Swamp; to the east by AutoZone; to the south by Highway 17, followed by forested land; and to the west by land used for the storage of miscellaneous construction equipment. 3b. The water flow will be redirected via a 30" reinforced concrete pipe, and the outflow will be tied in to an existing culvert that flows under Highway 17. A one story structure with an associated parking lot will be built on-site. Access to the site will be from an existing paved right-of-way to the east.
