9. Narrative Description:
This is a 6,000-acre tract located off of NC HWY 304 in Hobucken, Pamlico County. This
property, which is mainly undeveloped, is used to support a recreational hunting club. The
adjacent properties are rural and undeveloped.
This proposal involves three distinctly separate areas on the tract. The first location is described
by the applicant as the "Caretaker's House." This is located at the end of Gales Creek Road and
forms a peninsula, with Gales Creek on the north side, the ICW on the east side, and Whealton
Creek along the south shoreline. The second location is an upland basin about a mile north of the
Caretaker's House at the end of Jones Island Club Road and is described by the applicant as the
"West Landing." The third location is directly across the ICW from the West Landing. This
location is known as the "East Landing."
The Caretaker's House has a residence, boat ramp, dockage, and a boat basin that connects to
Whealton Creek. The West Landing has a bulkhead, boat ramp, parking area, and nine finger
piers in the basin. The East Landing has a single access pier. The water dependent development,
along with the maintenance excavation of the East and West Landings, have been permitted by
various General Permits dating as far back as 1995 (esp. ref. GP #018630C and GP #526900).
The average elevation of the high ground of the parcel is +7' above the normal water level (nwl).
Vegetation on this particular tract is mainly comprised of pine trees, coastal marsh (i.e. black
needle rush, giant cord grass), and native woody vegetation. The parcel has approximately 65,467'
of shoreline along the ICW and several adjacent tributaries, such as Whealton Creek and Gales
Creek. There is a defined Federal Channel in the ICW; however it is greater than 140 feet from
the nearest proposed project area. Offshore water depths adjacent to the tract range from about -1'
to -4' nwl.
This waterbody is over 900 feet across at this location. This location is a part of the Neuse River
basin and is subject to wind driven tides. These Estuarine Waters of the ICW are classified as a
Permanent Secondary Nursery Area and these waters of Gales Creek are classified as a Primary
Nursery Area. There was no submerged aquatic vegetation present during field observations.
However, historical data has indicated the presence of SAVs in the vicinity of Whealton Creek.
This area is open to shellfish harvest and is classified as SA; HQW, Nutrient Sensitive Waters.
There are Coastal Wetlands (mainly Black Needle Rush) immediately adjacent to the proposed
project area along the adjacent shorelines. This substrate is firm with shell.
10. Proposed Development:
The applicant wishes to construct an off-shore sill and bulkhead for the portion of the property
known as the "Caretaker's House." The applicant also wishes to perform maintenance excavation
of two of their existing boat basins, and stabilize one (East Landing) with a bulkhead. Historical
indicators show that the Caretaker's House shoreline has lost several feet of shoreline over the last
few years due to erosion. They wish to construct a bulkhead and off-shore sill in order to provide

shoreline stabilization and protect the remaining high ground from further erosion.
The vinyl bulkhead at the Caretaker's House will be 150' long and 1' wide, and will necessitate a
20'-wide work corridor within the Neuse River Riparian Buffer to install the "tie backs and dead
men." It will be constructed at and above the normal water level (nwl), along the erosion
escarpment of high ground. The bulkhead will be sited on the east side of an existing boat basin.
This bulkhead will connect to the existing bulkhead that surrounds two-thirds of the boat basin.
At the southern terminus of this bulkhead in Whealton Creek, there will begin a 1,670' long and
21' wide rip rap sill. The proposed sill will extend up to 50' offshore of the nwl. The sill will have
"drop-down" sections every 100 feet. This sill will wrap around to the north and into Gales
Creek, to encompass the point of land that the Caretaker's House sits on. With the presence of
significant erosion from wave energy associated with the adjacent ICW, the applicant proposes that
the sill will dissipate the wake that is a result of the boat traffic in the ICW.
About a mile north of the Caretaker's House, is a man-made boat basin known as the "West
Landing" that is adjacent to the ICW. This protected boat basin has silted in over the years to the
point that it is not functional. The applicant wishes to return it to the previous -4.25' nwl depth..
This excavation to connect to the ICW will be 450' long and 40' wide. This excavation will be
accomplished by means of an excavator and dump trucks. The spoil materials from this portion of
the project will be contained on the spit of land that is immediately adjacent to the east side of the
basin, currently used for parking. This area is within 35' of the shoreline.
Approximately 540' across from the West Landing is an area known as the "East Landing." The
applicant wishes to excavate this area and stabilize the shoreline with vinyl bulkhead. The
bulkhead will approximate the normal water level along the escarpment. The bulkhead will be
350' long and 1' wide, and will necessitate a 20'-wide work corridor within the Neuse River
Riparian Buffer to install the "tie backs and dead men. " The excavation will restore the bottom to
the previous -4.5' nwl depth. The excavated basin will be 154' long and 130' wide. This
excavation will be accomplished by means of an excavator and dump trucks. The spoil materials
will be contained by earthen berm on high ground approximately 130' from the shoreline.
11. Anticipated Impacts:
No long-term environmental effects are generally anticipated. These bulkheads will be sited above
the NWL, along the erosion escarpment. Approximately 49,936 square feet of high ground will be
filled as a result of this proposal. This proposal is subject to the DWQ Neuse River Basin Riparian
Buffer Rules.
Appropriate sedimentation and erosion control measures will be implemented to ensure that eroded
materials do not enter into the adjacent waters. The off-shore rip rap sill will fill and usurp 35,070
square feet of shallow bottom and the excavation activities will remove 33,862 square feet of
shallow bottom habitat. Temporary turbidity impacts are anticipated during excavation activity.

The waters of the ICW and Gales Creek are classified as SA; HQW, Nutrient Sensitive Waters and
are designated as a Finfish Nursery Area. These waters are open to the harvest of shellfish and
there are no beds of submerged aquatic vegetation present.

5.d -Activities and Impacts
Narrative of Proposed Development Activities
The Jones Island Club proposes improvements to 3 separate areas intent on
minimizing the impacts on wetlands and future atrophy to surrounding areas.
These improvements, when approved, will occur over a relatively short period of
time and their materialization will provide immediate positive conditions for club
activities.
The 3 areas of concern are commonly referred to as The Caretaker's Island
(Sheet 002), The West Landing (Sheet 003), and The East Landing (Sheet 004).
The Caretaker's Island Improvements
The survey work that has taken place at Caretaker's Island included
delineating the Upper Limits Coastal Wetlands (ULCW), the Normal High
Water (NHW), the 50 ft. Neuse Buffer, the 75 ft. Area of Concern (AEC),
the bulkhead on the East side of the marina, and the location of where the
4 ft. of rip rap seal will be placed to stabilize erosion.
Plan Sheet 002 clearly identifies these limits and locations.
West Landing Improvements
Hydrographic survey work was conducted to measure the depth of the
channel. The channel's average NHW is estimated to be elevation .75
and a floor elevation of .44 which extends approximately 360 ft. gradually
dropping to an elevation of -6 entering the intercoastal waterway.
The proposed channel dredging would lower the floor elevation starting at
.44 to -4.25 and slightly decline the floor elevation to -5.25 entering the
intercoastal waterway.
It is estimated that approximately 2,350 CY of spoil material would be
excavated. A spoils area with a 4 ft. wide berm would be created at West
Landing to temporarily accommodate the dredged material. The total
surface area of the spoils area would be 12,500 sq. ft. secured by a
containment berm and surrounded by silt fence.
Plan Sheet 003 clearly identifies the proposed changes to the West
Landing channel and provides the distances the spoils area will be from
the waterways.
This dredging will permit better boat accessibility to the inland docks and
allow improved usability.
East Landing Improvements
Hydrographic survey work was conducted to measure the depth of the
marina cove and the NHW was estimated. The existing floor elevation of
1.38 extends approximately 180 ft. dropping to an elevation of -4.5
entering the intercoastal waterway.
The proposed marina cove dredging would lower the floor elevation
starting at -3.5 and gradually declining to -4.25 entering the intercoastal
waterway. The marina cove would be buttressed with a bulkhead.
It is estimated that approximately 1,850 CY of spoil material would be
excavated. A spoils area with a 4 ft. wide berm would be created at East
Landing to temporarily accommodate the dredged material. The total
surface area of the spoils area would be 21,700 sq. ft. secured by a
containment berm with silt fence on 3 lower sides.
Plan sheet 004 clearly identifies the proposed changes to the East
Landing marine cove and provides the location of the spoils area relative
to the waterway.
This dredging will permit better boat accessibility to the overall marina
dock and allow improved usability.
The spoils material will eventually be used as fill material on other improvement
projects. When used it will be combined with better textured material to enhance
it's application value.
