Take Exit 125 and turn left onto Lenoir Rhyne Blvd. After crossing back over the interstate, turn right onto 11th Ave, SE next to Charter Communications. The road will dead end at the quarry. 18. Nature of Activity (Description of project, include all features) Construct a CNT crossing over Clark Creek. 19. Project Purpose (Describe the reason or purpose of the project, see instructions) The basic project purpose for the proposed activity is to construct a permanent crossing over Clark Creek to access our permitted overburden storage area in order to continue operations and maintain supply for the local demand of aggregate. The overburden must be removed to reach the existing bedrock. The removal of the 1,293,970 yards of overburden will essentially allow for an additional 15 years of operation from this quarry location. The crossing will be installed after approval from the NCDENR, Division of Land Resources and 401 approval from the Division of Water Quality. Description of Avoidance, Minimization, and Compensation (see instructions) The area chosen will minimize any additional stream bank disturbance due to the topography of the location. This area was also chosen in order to provide the most direct access across the creek and avoid any unnecessary or further disturbance. The chosen site is in a section of the stream that is straight and will not impact existing meanders within the channel. (continued on attached sheet) ENG FORM 4345, OCT 2010 Block 23 Description of Avoidance, Minimization, and Compensation (continued from IP Form) The consequenses of not impacting this channel and providing access to store overburden material in the permitted area will greatly reduce the life of this facility. The rock that we mine and process is located under a substantial layer of native soils (overburden). This material must be removed and deposited on the property, occupying countless acres. Access to this overburden storage area will allow expansion of the existing pit. Without access to this area our reserves are limited. As a result, the local supply of aggregate will be eliminated and other sources will need to be evaluated. An onsite alternative that was considered involved upgrading an old existing crossing that appears to have been installed when the old sewer line was replaced years ago. This existing crossing is located closer to the overburden removal area. However, upgrading this crossing to meet current required safety standards (a requirement of the Mining Safety and Health Administration) would cause additional impacts to a second stream channel. It was determined that if this crossing was upgraded, the crossing that is the subject of this submital would still be necessary. Therefore, it was decided that the current location would work best for the proposed crossing, with the least amount of disturbance and impacts to all stream channels. Martin Marietta has considered and performed preliminary investigations of installing a bridge to span Clark Creek. Although the bridge will not require permitting from the U.S. Army Corps of Engineers or the NC Division of Water Quality, it will require the design criteria for a loaded Caterpillar 775F haul truck. The bridge would measure 30' long x 100' wide. Our engineering staff's preliminary estimate of the cost of the bridge installation is $150 per square foot, for a total of $450,000. We have corrugatted metal pipe available at another quarry that was destined for another project, but was never utilized. We have contacted the location, and confirmed that this existing pipe can be used for the crossing. The cost of this pipe and installation will total approximately $17,000. After the costs were analyzed and consideration was made for the limitations of the current safety requirements, the surrounding topography, and the required infrastructure potential, it was determined that the bridge construction and installation would not be a feasible crossing alternative. Martin Marietta proposes to mitigate for the 80' stream channel impact, and will make payment to the NCEEP. We received notification on May 25, 2011 that the agency will accept payment for the associated impacts. 24. Is Any Portion of the Work Already Complete?
