Sincerely, Quible & Associates, P.C. Warren . Eadus, P.G. cc Currituck East, LLC Amy Adams, NC DWQ WaRO Ian McMillan, NC DWQ Central Office File 1149 Persimmon Street, Corolla Village Project Narrative October 3, 2011 Introduction Currituck East, LLC proposes to develop the approximately one acre tract known as the Berry Parcel located at 1149 Persimmon Street, Corolla Village by constructing a ten bedroom Inn with associated kitchen and dining areas. Existing Conditions The property is dominated by large specimen live oaks and loblolly pines occurring mainly on a low sandy ridge that runs north south along the eastern edge of the property. The west end of the property is best described 8 Section 404 Wetlands and more accurately a Hardwood Flat (dominated by Sweet Gum and Maple with some pine species). The NC Crews database categorizes the wetlands on the property as "Depressional Swamp" and "Salt Brackish Marsh". Uplands are considered "Managed Pine". Currituck County recognizes the parcel as "Maritime Forest" based on the definition specified in the County UDO. Currituck County is working toward adopting a "Small Area Plan" for Corolla Village that encourages the type of growth proposed and described in this request. Proposed Development The proposed development consists of constructing a pile supported Inn over wetlands (piles without fill, please see attached site plans) set back from the low sand ridge in an effort to protect the upland specimen trees to the maximum extent possible (oak and pine) while and given certain necessary development requirements (parking, septic etc...). The intended use of the facility will be as a destination for small gatherings and a small "Village Inn". The natural setting of the property, mature vegetation and proximity to Corolla Village are all desirable features and the architectural design of the building (relevant copy included and architectural drawings used for permitting) incorporates these components to create a destination within Corolla Village. A detailed site plan showing the proposed development, cross sections and accompanying information have been included with this request. The development requires Pre-Construction Notification and 401 Water Quality Certification because 0.10 acres of wetlands will be shaded, but not filled by the proposed building. Impacts are limited to an area under the building that will not receive sunlight sufficient to support existing vegetation. A strip along and underneath the edges of the building will still receive direct and indirect sunlight and thereby support vegetation. This area (approximately four feet wide ) has not been included in the impacts calculation. Avoidance and Minimization To avoid and minimize impacts to wetlands the applicants propose to bulkhead along the uplands and wetlands line and fill within the uplands to create maximum separation from the bottom of the building to the wetlands substrate (please refer to attached cross section). The front of the building has been designed to be accessed by stairs from uplands; resulting in a building height that will range from four and one half to six feet or better above the existing wetlands substrate. The proposal and this application request assumes that siting the building over wetlands will impact vegetation. However, soils and hydrology of the wetlands will not be affected beyond the piling installation (piles generally exempt by USACE from being calculated as impacts). A fringe of wetlands under the edges of the building will still receive sunlight and there will be herbaceous and shrub growth (granted tree growth potential will be lost) that the applicant will manage and encourage. Therefore, a small strip of wetlands under the "eaves" or footprint of the building have been reduced from the calculated area expected to be shaded as a result of this proposed development. Please note, much of the sides of the building are proposed to be wooden walkways that surround the building with a second story roof/overhang. Management of the wetlands around and underneath the building will be limited to eliminating species that will conflict with the height of the bottom of the building and eradicating any invasive species that may populate the wetlands (Phragmites and/or T. latifolia; chiefly). The owner/operators will also be inclined to manage vegetation around the edges of the building for aesthetic purposes. 1 1 , 1 9 o?OF W ATF9QG Office Use Only: Corps action ID no. DWQ project no.
