The proposed work is necessary in order to stop severe scouru�g at the end of the culvert and to bring the aite up to NCDOT standards. This activity will result in permanent impacts to an UT of Motgan Creek. The NCDOT anticipates that the activity will be authorized under Nationwide Permit (NWP) 14. This application is intended as a request for written authorization from the US Army Corps of Engineers for the Nationwide 14. This package is also being forwazded to the NC Division of Water Quality for authorization as prescribed under General Water Quality Certification 3820. Although the project falls cvithin the Jordan Lake watershed, all work involvu�g buffered azea is proposed to be within the existing transportation facility. Also. the unnamed tributary at the site doea not appeaz on the topo maps nor the soil aurvey. During the on-site review it was found that 2@ 36"RCP provides conveyance of surface stormwater runoff beneath SR 2010. The inlet was in good shape with about 3' of cover over the pipe. There was an estimated 10' diameter blowhole at the outlet. The outlet end of the pipes aze perched about 2' above the bed. The outlet channel is deeply entrenched. There is a narrow band of rock outcrop at the pipe outlet and a wider band of rock outcrop about 50' downstream. Tlus rock outcropping is serving as a natural barrier that impedes headcutting that was noted downstream. It has been determined that the drainage azea to this site is approximately 90 acres. Hydrologic and hydraulic analysis indicates the exisling 2@ 36" would provide . conveyance of an estimated 5 yeaz frequency storm. Analysis also indicates that 2@ 48" would be required to meet NCDOT current desirable design criterion which is conveyance of an estimated 25 year frequency storm. It is recommended that the 2@ 36" RCP be replaced with 2@ 48" CMP with headwall. The CMP material will help to slow the velociry through the pipe. Due to the potential for inducing a headcut upstream of the road, it is recommended that the inlet im�ert of the 48" be placed at the same elevation as the existing 36"invert. Do not bury the inlet as is standard installation. The outlet invert of the 48" should be placed so that it is not perched.
