The NC Department of Transportation is scheduled to grade, drain, base and pave SR 1603C, Ganberry
r:eek Road in Ashe County. Total project length is approximately 1.75 miles. ,'S'he improved roadway
will be widened from 16 fee[to 20 feet with impervious surface azea increasing by 0.84 acres. This project
will require the replacement of six wet pipes as shown below.

' Due to excessive slope,the wet pipes at stations 73+20 and 89+27 will be placed at grade on ihe inlet side
to prevem a head cut and will remain perched on the outlet end. A riprap energy dissipater pad will be
placed in the streambed at the outlet of these pipes to prevent additional erosion.

The rPn��ng we[pipes along this road will be placed on a slope of 5%or less and will be buried 20%of
their diameter. Due to slope, these pipes are very unlikely to bacldill but should still ficilitate aquatic life
passage. My riprap impacts associated with these pipe replacements should be on the baoks only.
The replaceme� of the above noted w� �ipes will require temporary dewatering. An impervious sandbag
dike will be covstructed upstream of the e�cis�ting pipes to create a small pool. Clean water will temporarily
be pumped azound the constniction azeas and will be discharged 3ownstream. Any dirry water located
inside of the construction azeas will be pumped into a silt bag if necessary. Once the new pipes are in
place,the impervious dikes will be removed ai�d preconstruction streambed elevations will be restored.
The wet pipes in question carry different unnamed tributaries to Cranberry Creek (Class: B, Trout, +).
This project was reviewed for the presence of tlueatened and endangered species on September 26, 2011.
Tlus project will have no effect on any federally listed endangered plant or animal species. Historic
wmpliance work will be scheduled and concurrence with the Staie Historic Preservaiion Office will be
obtained if requ'ued.
1'he project impacts are not significant in nafare and should not remove or degrade eacisting water quality
uses. Pipe sizes used will be the minimum necessary to cr:ate a safe ruadway. By utilizing the erosion
co�rol measures outlined in the attactunents to this application, downstream water quality standards will
be protected. All appropriate BMPs will be usad during coaswction.
Attached is a Preconstruction Norification Form, plan she.7s with proposecl erosion control measures, a
marked counry map and a marked topogaphy map. Photographt of the wet pipe localions were not taken
due to heavy vegetation ai each locarion. You really wouldn't be able to see anything useful.

North Cazolina Wildlife Resources Commission comment directly to you concerning the 404 Nationwide
Permit application with a copy sern to me.
