By this email, I am hoping that I can clarify a few things and ask if, given this additional information, any of this work could be performed under an emergency authority: I have attached some before and after aerial photos (Attachment 1) that show the overwashed area and the accumulated sand in the Long Point harbor area. As you can see, the need to dredge and/or install a bulkhead/seawall has resulted entirely from Hurricane Irene. What we are attempting to determine is the best course of action. In doing so, we would like to determine if, in the opinions of all regulatory agencies, correcting this situation, through either Option 2 or 3 below, could fall under the emergency authority? This question is asked as this situation resulted in an economic hardship for the ferry operators that transport visitors to this area of the National Seashore. Due to the accumulated sand that restricts access to the ramp and the types of ferries that are used by the operators, they are unable to load and off-load the vehicles and passengers that wish to access the Long Point area. This includes the visitors who wish to rent cabins as well as those that wish to access the island for beach camping and, of course, fishing. As we move into the popular fall fishing season, the inability to access the island is creating a hardship from an economic standpoint and a recreational standpoint. The Management Staff at Cape Lookout National Seashore continues to evaluate the following (3) options (see Long Point Options attachment). Option 1 - In the interest of getting the harbor open, performing only a dredging operation at this time. This would require a later permitted activity to extend the bulkhead/seawall (as shown in Option 2). This option will only be considered if, in the opinion of all regulatory agencies, it can be performed under the emergency authorities and carried out as soon as possible in an attempt to salvage as much of the fall fishing season as possible. Performing Option 1 would eliminate Option 3. Option 2 - This option would be to dredge the sand that was carried into the harbor from the overwash activity, restoring the harbor to its original location. In doing so, the extension of the bulkhead/seawall will be necessary to reduce the amount of sand from migrating into the harbor area (as shown on the attached ). The question that I would like to have answered is, since the sand that washed into the area was the result of Irene, and the bulkhead/seawall is only needed to address this accumulation of sand, can this be allowed under the emergency authorities. I realize we will be hardening approximately 150' of the shoreline, but I am asking for consideration of the fact that this is necessary, as stated above, only because of the effects of the storm. Option 3 - This option would be to "chase the island." In doing so, the proposed measures would be to leave the majority of the sand that was carried into the harbor in place and install a new seawall/bulkhead (as shown on the attached maps) at the sound or creek side of the deposit of sand. This option would require the installation of approximately 280' of new bulkhead/seawall. In addition, this will require dredging of sand and other materials so that the basin will be useable by the ferries and National Park Service vessels. Again, I would like to ask for consideration that this work is necessary only because of the effects of the storm. I understand that fine sand can be pumped back to the beach area, but I would like to have some clarification about any appropriate areas that materials other can sand can be pumped to or removed and hauled to a suitable location. Can it be used as fill material behind the new bulkhead/seawall? Can it be used along the back road area (behind the dune line)? Our need to clarify these questions is necessary to determine if any of the fall fishing season can be salvaged. Should you have any questions, please don't hesitate to give me a call. The area adjacent to the boat basin is marsh and a sand road. The boat basin is accessed from Core Sound via a channel. 3b. Approximately 3,500 cubic yards of sand that was washed into the basin during Hurricane Irene will be removed and the basin restored to a useable depth of 55. This will require the removal of approximately 8' of sand. As the sand accumulation is much larger that the basin's original size, and given the fact that the sand washed into a marsh area, (2) new sections of PVC bulkhead will need to be installed to keep this sand from migrating into the basin. New mooring piles will need to be installed as well. NOTE: Approval for additional dredging at other locations throughout Cape Lookout National Seashore is not being requested throuh this document.
