Director Division of Water Quality May 2, 2007 DWQ Project # 06-1214, Ver. 2 Wake County Mr. Tim Smith 100 Weston Estates Way Cary, North Carolina 27513 Subject Property: Recreation Tract of Woodcreek (formerly Wild Acres) UT to Middle Creek [030403, 27-43-15-(1), C, NSW] REQUEST FOR MORE INFORMATION: STORMWATER MANAGEMENT PLAN Dear Mr. Smith: On January 31, 2007, the Division of Water Quality (DWQ) issued a 401 Water Quality Certification and Neuse River Basin Buffer Authorization to impact the following as described in your modified application dated January 11, 2007 for the purpose of constructing the Woodcreek Residential Subdivision: • 0.49 acres of wetland (0.37 acres permanent impact, 0.12 acres temporary impact), • 345 linear feet of perennial stream (255 linear feet permanent impact, 901inear feet temporary impact), • 231 linear feet of intermittent stream (2091inear feet permanent impacts, 221inear feet temporary impact), • 43,348 square feet (ft2) of protected Zone 1 Neuse River basin riparian buffer, and • 27,817 square feet (ft2) of protected Zone 2 Neuse River basin riparian buffer In order to meet Condition 7 of the 401 Certification for this project, a stormwater management plan pertinent to the Recreation Tract of Woodcreek Subdivision was received by the DWQ on March 1, 2007. The DWQ has determined that your stormwater management plan was incomplete as discussed below. The acreage of the impervious surfaces and open space reported on the enhanced aerial photograph do not match the acreages reported in the Extended Detention Worksheet. Please explain the discrepancy. 2. Please provide an overall site plan that shows lot layouts and the footprints of the impervious surfaces. The site plan must show that all of the stormwater from the site will be routed to the extended detention wetland. 3. Please revise the drainage system to the extended detention wetland so that all of the stormwater is routed to the forebay at the north end of the constructed wetland. The forebay that is currently proposed in the center of the wetland will reduce the treatment capability of the wetland and likely result in short,circuiting. 5. Please provide all of the information under listed in the "Required Item Checklist" in the DWQ Extended Detention Worksheet. Some of the omitted items include a planting plan, a delineation of the drainage area, and plan details for the inlet and outlet structures. 6. The outflow from the extended detention wetland may not be directed to a scour hole in the currently proposed location. A scour hole is only allowable in areas where the downslope is less than or equal to two percent. (See the Level Spreader BMP Manual Chapter at: http'~/h2o enr state nc us/ncwetlands/documents/LevelspreaderBMPManualchaUter.doc.) Please replace the scour hole with a properly designed level spreader. In your resubmlttal, please include level spreader plans, calculations and a DWQ level spreader worksheet so that DWQ staff can evaluate the design of the level spreader. The DWQ will require the above additional information to finalize review of the stormwater management plan for the Recreational Tract of Woodcreek Residential Subdivision. Please provide the following information so that we may continue to review your project.
