On March 17, 2011, the Division of Water Quality issued you a buffer authorization to construct bridges
at the subject property as described within your application dated February 16, 2011, received by DWQ
on March 3, 2011. Construction of bridges in the protected riparian buffers is considered an "allowable"
use in the Neuse Buffer Rules (15A NCAC 02B .0233) and therefore does not require mitigation as
requested in your original application.
