They are: Permit Site 2: There are two RCPs (42" and 48") that I have questions about. The 42" has a ditch discharging into. Per the 4C notes, there was an agreement to use Class I riprap at the confluence. The detail for the adjacent ditch (Detail B), shows Class B riprap. No other riprap size designation is apparent on the plans. Also, the outlet of the 48" shows riprap, but no size or detail is provided. The plans usually show the riprap size with a note about the riprap being on the banks only. The permit drawing now shows the label stating "20 tons Class I riprap w/ 39 sy filter fabric on banks only". The larger Class I riprap will take precedence over the Class B riprap where the outlet and ditch converge. Permit Site 5: At the inlet of the upstream 9x10 RCBCs, there is what appears to be a 30" RCP discharging to the stream with "rock bank stabilization" depicted in the what appears to be the middle of the channel. Why is it located there (since there shouldn't be any stream banks there) and what size riprap is proposed? At the outlet of the 30" RCP, we are transitioning from the existing stream banks of Stony Creek to the entrance of the RCBC. In a case such as this one, the riprap will not extend in to the stream once it is constructed; it will only be along the bank transition to provide stability. The permit drawing now shows the label stating "15 tons Class I riprap w/ 30 sy filter fabric on banks only". Permit Site 8: What size riprap is going to be used at the outlet of the 66" RCP? The plans usually show the riprap size with a note about the riprap being on the banks only. Has Roadside Environmental determined how they are going to stabilize this area so that sediment doesn't get in the stream during construction? Will there be enough area to move equipment around without impacting the stream? From -RPE- 74+00 - 75+00 LT, the ditch is transitioning from a cut ditch to a fill slope. Our erosion control plans call for a temporary diversion ditch to be installed to separate the construction area from the non-construction area. The temporary diversion ditch will take the drainage in the construction area to the appropriate erosion control filtering device. Measures will be installed to alert all those working in the area that it is a jurisdictional site and not to enter it. Permit Site 10: The 4C notes indicate that riprap will be on the right bank only. The plans show it on both banks as it leaves the 18" pipe from the basin. What size riprap is going to be used? The plans usually show the riprap size with a note about the riprap being on the banks only. The cell shown depicting riprap at the end of the 18" RCP is a standard cell provided by NCDOT to indicate that riprap and filter fabric will be used. In a case such as this one, the riprap will not extend in to the stream once it is constructed; it will only be along the bank to provide stability. The permit drawing now shows the label stating "3 tons Class B riprap w/ 10 sy filter fabric on banks only". Permit Site 11: What size riprap is going to be used? The plans usually show the riprap size with a note about the riprap being on the banks only. The permit drawing now shows the label stating "11 tons Class I riprap w/ 22 sy filter fabric on banks only". Permit Site 13: The plans show riprap at the inlet of the 36" RCP at the confluence with a 24" CSP. Is the stream jurisdictional in this area? If so, are riprap impacts accounted for? What size riprap will be used? If in a jurisdictional stream, it must be embedded. The stream is not considered jurisdictional until approximately 77' downstream of the 36" RCP entrance. Therefore, it was not treated as a jurisdictional stream since the upstream portion is not jurisdictional. (Per the 4B minutes: "The jurisdictional stream -Y- 62+50 RT begins inside the proposed design and will be a total take.") The rirpap note at the outlet of the 24" CSP states "5 tons CI B riprap w/ 14 sy filter fabric" and is now shown on the permit drawing. Permit Site 14: The plans show a stream being relocated to a ditch. The 4C notes indicate that the slope of the ditch is 2.7% and the detail shows Class B. Additional stormwater is being added to the ditch/stream system at approximately Sta. 66 (mainline of 85). DWQ is recommending that larger riprap be used from at least this point then downstream to prevent migration of riprap into the undisturbed portion of the stream. It also shows a dissipater pad in the center of the stream. All riprap must be embedded since this is still a jurisdictional stream. Additionally, erosion control may be an issue as this appears to be a steep fill slope. Roadside Environmental should be aware of the challenges of preventing sediment loss in this area. Per the 4B meeting minutes: Marella Buncick was concerned with the stability of the confluence of the new stream alignment and the existing stream and also the three outlet pipes just downstream of said confluence. The Design-Build team proposed trying to outlet the pipes at one location. Also it was proposed that the Team would extend the stream alignment to just beyond those outlets to provide riprap stability before the confluence with the existing channel and to provide a smooth transition and stream stability from the new relocated channel and the existing stream reach. The outlet of the 30" RCP uses Class I riprap and will take precedence over the Class B riprap in the ditch. The rirpap note at the outlet of the 30" RCP states 11 tons Class I riprap w/ 22 sy filter fabric" and is now shown on the permit drawing. For erosion control, an earth berm with slope drains will be used at the top of the slope with silt fence at the bottom (this meets the 1/4 ac per 100' of silt fence criteria). Seeding will be staged in to the construction as well as erosion control matting on the slope. Permit Site 17: The 4C notes indicate that Class II riprap would be used where the ditches tie in to the stream. This isn't depicted on the plans and all the details for the ditches show Class B riprap. The detail for the Lateral Base Ditch Detail B entering from the left does use Class B riprap. The RCBC Excavation Detail KK shows using Class II riprap. The Class 11 riprap will be carried from the bottom of the bank up to the top of the bank where ditch detail B meets it. So, the larger stone will take precedence in this area.
