On September 12, 2011 Roberto Scheller and Anthony Scarbrough of the Division of Water Quality (DWQ) inspected the Nags Head
Emergency Beach Nourishment project. At the time of site visit the subject project was at 85% completion. Sand being pumped to the
beach appeared to be of good quality with minimal sediment and no visible turbidity plume, in the water, at point of return dredge
water. The site manager stated that there have been no turtle sightings within project area. It was also noted that beach erosion from
Hurricane Irene was estimated at 1 million cubic yard off the visible beach.
At time of inspection the subject project appeared to be compliant with the General Certification 3642 and dredging was in progress.

letter is to report findings of a compliance inspection and does not authorize any impacts to either Waters of the United States or
Waters of the State. Please contact the US Army Corps of Engineers (USAGE) or NC Division of Water Quality (DWQ) if any
additional impacts are proposed to either of these waters.
