North Carolina 27699-1601 Re: Belmont Subdivision Lots 70 & 71 (Wake County, - Neuse River Basin) Pre-Construction Notification Application Dear Mr. Shern & Mr. McMillan: Attached is a complete PCN Application for lots 70 & 71 of the Belmont Subdivision (PIA. 0679388449 and 0679388349). Belmont Subdivision is located on the southeast side of Cary, along the intersection of Optimist Farm Road and Henderson Road. When construction of the Belmont Subdivision began in 2002, lots were developed as single-family residences. Previous wetland, stream, and open water impacts were as follows: 0.085 acres (0.049-permanent and 0.036-temporarv), 213 linear feet (149-permanent and 64- temporarv), and 0 acres, respectively. It should also be noted that 0.02 acres of'wetlands were delineated as part of the West Lake Subdivision immediately west of lots 70 & 71 of the Belmont Subdivision. In their current condition, lots 70& 71 of the Belmont Subdivision cannot be developed due to the presence of 0.061 acres of wetlands running through both properties. These wetlands appear to have been created following development of the West Lake Subdivision (spec fically the construction (Y 'a detention pond crest o/'lots 70 & 71). In order to develop lots 70 &71, the headwater wetland running through the lots will need to be cleared, excavated, and filled resulting in a permanent, on-site wetland impact of 0.061 acres. The wetlands immediately west of lots 70 & 71 (i.e. the 0.02 acre wetland that is part of the West Lake Subdivision) also must be addressed. We propose installing a curtain drain along the western border of lots 70 & 71, thus eliminating the hydrology component from this off-site wetland, resulting in a permanent, off-site wetland impact of 0.02 acres. The proposed impacted areas are illustrated on the maps attached as part of this application. Impacts to these jurisdictional areas are unavoidable and have been minimized to the maximum extent practicable. Mitigation for proposed impacts that require mitigation will be provided through payment to the NCEEP. Both a NCEEP mitigation responsibility acceptance letter and a fee request form are attached for your review.
