Attached are five copies of the revised permit application for the above referenced project. One copy of the
revised permit application has been sent to the Raleigh Army Corps of Engineers office.
The revised permit application addresses your "Request For More Information" as outlined below.
1. Please locate all of the protected riparian buffers as overlays on the site plan, clearly showing Zone I
and Zone 2.
Figure 4 "Riparian Buffer Impacts" was added to the application. The yellow line represents Zone 1 and the
brown line represents Zone 2.
2. Please enumerate all riparian buffer impacts on the site plan and clearly label the impacts (BI, etc.)
See Figure 4. The impacts in Zone Tare shaded yellow and the Zone 2 impacts are shaded brown.
3. Please complete the buffer impact table in the PCN application and indicate whether these impacts are
temporary or permanent. These impacts should correlate with and be enumerated on the site plan.

4. Please move the stockpile out of the riparian buffer or include this on the buffer impact table on the PCN
and explain how you will stabilize during construction efforts.
The stock pile area is located within the Zone 2 buffer. This location was chosen as it was one of the few
areas in the vicinity of the project that did not have existing mature trees. The area will be stabilized with silt
fence during construction and will be planted per the Riparian Vegetation Zone detail after construction.

3. Project Description
3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this
application:
Site is located along Dry Gulch, which is an unnamed tributary to Bolin Creek on the Chapel Hill USGS map. The area is
primarily wooded and is situated in a residential area between Hanna Street and Bolin Creek Drive. The upstream extent
of the project starts at an Orange Water and Sewer Authority (OWASA) sewer line stream crossing. The downstream
extent is approximately 460-feet downstream of the crossing proximate to an eroding riprap outfall from the neighboring
Pacifica subdivision. An OWASA sewer line exists along the southern streambank of the project area.

3d. Explain the purpose of the proposed project:
The purpose of the proposed project is to stabilize portions of Dry Gulch and relocate the stream away from a steep and
eroding streambank and away from a sewer line. Goals are to reduce streambank erosion, enhance riffle and pool
habitats, invasive plant removal, and promote native riparian plants for long term stability.
3e. Describe the overall project in detail, including the type of equipment to be used:
The stream project will include reducing bank slopes, creating bankfull benches in incised areas, channel realignment
away from a steep eroding streambank, step pool creation, invasive vegetation removal, and native riparian planting.
Channel and bank work will be completed using a tracked excavator. Graded streambanks will be stabilized with coir
matting, temporary and permanent riparian seed, and native vegetation. Mature trees along the streambank shall be
preserved when feasible. These trees will be flagged in the field and discussed during a pre-construction meeting with
the contractor.
Additionally, an improved rock ford crossing is proposed for the OWASA sewer line crossing at the upstream extent of the
project. OWASA vehicles must cross the creek on occasion to perform maintenance and repairs on their lines. The goal
of the rock ford crossing is to create a stable crossing and prevent further erosion from the streambanks. The invert of
the crossing will be set at the existing bed elevation of the channel so it does not back water up. The ford crossing shall
be installed to function like a constructed riffle.

1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The streambank stabilization, channel realignment, step pool design, and improved sewer crossing is the best alternative
to create floodplain access, reduce future channel erosion, and improve aquatic habitat at the project site and
downstream. Access has been planned along the existing sewer easement to minimize new disturbance.
Post-Construction, the site will be monitored to document project success and to identify areas in need of maintenance or
repair. At a minimum, level 3 monitoring, as described in the Army Corps Stream Mitigation Guidelines, is proposed.
Additionally, a total station as-built survey with permanent cross sections and longitudinal profile will be completed to
provide a baseline for surveys in subsequent monitoring years. Surveys will be used to determine if cross-sections and
longitudinal profile show significant change from the as-built dimension and profile.
Invasive vegetation maintenance will be ongoing. Replanting will occur as needed to maintain a minimum of 260 stems
per acre.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Construction will occur in the dry to the maximum extent possible. Disturbed areas will be stabilized by the end of each
day. Sediment and erosion control measures will be implemented. Mature trees along the streambank will be flagged for
protection when feasible. A project engineer will oversee construction to make sure the contractor follows these
directions.
