Eric Ray, Right of Way Agent -Division 3 FHWA NOTICE OF PRE-HEARING OPEN HOUSES AND CORRIDOR PUBLIC HEARINGS FOR THE PROPOSED MILITARY CUTOFF ROAD (STATE ROAD 1409) EXTENSION AND U.S. 17 HAMPSTEAD BYPASS TIP Project No. U-4751 & R-3300 New Hanover and Fender Ccunties The North Carolina Department of Transportation (NCDOT) will hold two (2) Pre-Hearing Open Houses and Corridor Public Hearings for the above mentioned highway projects at the following times and locations: • Monday, October 17, 2011: Noble Middle School, 6520 Market Street, Wilmington Pre-Hearing Open House: 4 p.m. - 6:30 p.m. Formal Presentation: 7 p.m. Tuesday, October 18, 2011: Topsail High School, 245 N. St. Johns Church Road, Hampstead Pre-Hearing Open House: 4 p.m. - 6:30 p.m. Formal Presentation: 7 p.m. NCDOT representatives will be available at the Pre-Hearing Open Houses to answer questions and receive comments regarding the proposed projects. The opportunity to submit written comments and questions will be provided. Interested citizens may attend at any time during the above hours. The formal presentations will consist of an explanation of the proposed location, design, right of way and relocation requirements and procedures. Citizens will have the opportunity to comment or ask questions. The presentation and comments will be recorded and a transcript will be prepared. For project U-4751, NCDOT proposes to extend Military Cutoff Road (S. R. 1409) as a six-lane median-divided roadway on new location. The project starts at the intersection of Military Cutoff Road and U.S. 17 Business (Market Street) in Wilmington and ends north of Market Street at an interchange with the U.S. 17 Wilmington Bypass (John Jay Burney, Jr. Freeway). For project R-3300, NCDOT proposes to construct the U.S. 17 Hampstead Bypass as a freeway on new location. The U.S. 17 Hampstead Bypass may connect to the proposed Military Cutoff Road Extension at the existing U.S. 17 Wilmington Bypass and extend to existing U.S. 17 north of Hampstead. The purpose of the projects is to improve the traffic carrying capacity and safety of the U.S. 17 and Market Street Corridor in the study area. Additional right-of-way acquisition and the relocation of homes and businesses will be required for these projects. A map displaying the location of the projects and a copy of the Draft Environmental Impact Statement (DEIS) are available for public review at the NCDOT Division 3 Office located at 5501 Barbados Blvd., Castle Hayne; Wilmington Urban Area Metropolitan Planning Organization, 305 Chestnut St., 4th Floor, Wilmington; and the New Hanover County Planning Office, 230 Government Center Dr., Suite 110, Wilmington. Copies of the map and DEIS are also available on the project website at: ht~t ://www.ncdot.oro/proiects/US17HampsteadBvpass/ Copies of the DEIS are also available for review at the Northeast Regional Library at 1241 Military Cutoff Rd., Wilmington and the Hampstead Branch Library, 75 Library Dr., Hampstead. The US Army Corps of Engineers, Wilmington District, also has the DEIS document available on their website which can be accessed at http://www.saw.usace.armv.milM/etlands/Notices/Current notices.html. Contained within this website is a local public notice drafted by the Corps announcing the release of this document as well as the description of the ongoing process in choosing the LEDPA (Least Environmentally Damaging Practicable Alternative) for the subject project.
