The alternative location proposed by the Dept of Fisheries will not achieve the objective from an engineering or economic perspective. Further, it wpud overlay no more bottom near existing SAV than the mitagation we proposed. It is disappointing, unfortunate and regrettable that the compromise location we proposed which would reduce the requested project size by 2%3 and has no significant adverse impact on SAV is unacceptable to the Dept of Fisheries. The position they have taken exceeds the stated requirements of the written rules. While it may be consistent with other positions they have taken, it defies common sense. We reserve the option to reapply for a riprap groin in the future. But, there is no sense holding up the primary objective as outlined in the application.
