Subject: Freshwater Mussel Survey Report for Proposed Replacement of Bridge 101 over Mitchell
Swamp, SR 1409 (Penny Hill Road), Pitt County, NCDOT Division 2.
From: J. Michael Sanderson, Environmental Specialist, Natural Environment Unit
The North Carolina Department of Transportation (NCDOT) proposes to replace Bridge No. 101
over Mitchell Swamp on SR 1409 (Penny Hill Road) in Pitt County. Mitchell Swamp is a tributary of
Conetoe Creek in the Tar River Basin.
The United States Fish and Wildlife Service (USFWS) recognizes the federally endangered Taz
River spinymussel (Elliptio steinstansana) as occurring historically in Pitt County. The Tar River
spinymussel is endemic to the Tar and Neuse River Basins in North Carolina. This mussel requires a
stream with fast flowing, well-oxygenated, circumneutral pH water. The bottom should be composed of
uncompacted gravel and coarse sand. The water needs to be relatively silt-free and stream banks should
be stable, typically with many roots from adjacent riparian trees and shrubs.
Prior to conducting in-stream surveys, a review of the NC Natural Heritage Program database
was conducted to determine if there were any records of the Tar River spinymussel within the proposed
project study area. This review indicated that there are no known occurrences within the project study
azea or in its receiving waters Conetoe Creek. The closest historical record of the Tar River spinymussel
is in the Tar River near Tarboro, more than 10 miles away from the project site. According the North
Carolina Wildlife Resources Database, past surveys of Mitchell Swamp and Conetoe Creek revealed only
the presence of Elliptios (Elliptio spp.)
A mussel survey was conducted on February 22, 2011 by NCDOT biologists, Karen M. Lynch
(Permit # NC-20l 1-ES- 165), Dr. Logan Williams, Matt Haney and Mike Sanderson. At this site the
stream is channelized with steep banks. The substrate is composed primarily of sifting, unconsolidated
sand and habitat was found to be degaded and unsuitable for the target species. No Tar River
spinymussels were found in 4.6 -person hours of survey time. l03 eastern eliptio (Elliptio complanata)
and 6 northern lance (Elliptio fisheriana) were found during the survey.
As a result of this survey, as well as physical characteristics of the creek and a review of
historical data, it appears that the Tar River spinymussel does not exist within the project vicinity. The
Biological Conclusion for the Tar River spinymussel for proposed replacement of bridge 101 is "No
Effect".

SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description ofreview activities, results of review, and conclusions: Project originally reviewed as
part of ARRA II screening in April 2010, and current review request with design details received June '
2011. HPO quad maps, historic designations roster, and indexes and HPOWeb reviewed on 8 June 2011
and yielded no NR, SL, LD, DE, or SS properties in the Area of Potential Effects (APE). The APE is
centered on existing Bridge No. 101 and extends 100 feet from the centerline to the N and S and 700 feet
from the center of the existing bridge to the W and E to encompass proposed construction activities. Pitt
County current GIS mapping, aerial photography, and tax information (viewed 8 June 2011) indicate
cultivated and developed parcels and two properties containing pre-1960 resources (#2863 and #3066
Penny Hill Road) in the APE. The critical buildings and other features of these properties stand well away
from the project area. This conclusion is supported by Google Maps "Street View"(viewed 8 June 2011).
The county architectural survey and related publimtion do not include any properties in the APE (sme
Power, TheHis(oricArrhitMtureofR~ttCounty, NorthCaro/ina, Greenville: Pitt Wunty Historiral5aiety, 1991). Constructed in
1973, Bridge No. 101 is neither included in the NCDOT Historic Bridge Survey, nor representative of any
distinctive engineering or aesthetic type. Neither the APE or proposed off-site detour route contain
properties listed in the National Register of Historic Places. A finding of "no historic properties affected"
will satisfy both GS 121-12(a) and Section 106 compliance requirements.
Should any design elements, induding detour improvements, of the project change, please
notify NCDOT Historic Architecture as additional review may be necessary.
