Dear Mr. McMillan:
Thank you for your help with this road-widening project. We are submitting the additional
information requested from today's conversation with Ms. Lucas and written correspondence on
May 31, 2011. We are requesting for NC Division of Water Quality (DWQ) written approval
under Section 404, Clean Water Act, 33 USC 1344. This will assist in compliance with
Nationwide Permit (NWP) 39. We have addressed your included written comments in the
following paragraphs.
1. For Phase One of the widening project, please extend the outlet pipe so that it
discharges to the edge of the wetland boundary rather than on a side slope.
Please provide outlet flow calculations that show that the discharge velocity will
not exceed two feet per second during the ten-year storm.
As part of the road-widening project, a storm water pipe we be placed easterly-
adjacent to the road. The discharge pipe from the wet-pond will tie in directly with this
pipe. Therefore, no erosion is expected from the pond discharge. Please refer to the
previously provided plan sheet C6.0 "Hodge Road Widening Phase 2."
2. Please provide the full set of stormwater plans and details that were approved
by the Town of Knightdale.
Due to the large size of these stormwater plans, they were provided electronically and
are currently available in the database. This was discussed and approved by Ms.
Lucas.

On May 2, 2011, the Division of Water Quality (DWQ) received your application dated April 29, 2011, to
impact 0.145 acres of 404/Wetland and 60 linear feet of perennial stream, and 3,935 square feet of Zone 1
Neuse River basin protected riparian buffers and 2,856 square feet of Zone 2 Neuse River basin protected
riparian buffers to construct the proposed apartment development at the site. On July 26, 2011, the DWQ
received additional information, however, the DWQ has determined that your application remains
incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional
information in order to process your application to impact protected wetlands and/or streams on the
subject property. Therefore, unless we receive five copies of the additional information requested below,
we will place this project on hold as incomplete until we receive this additional information. If we do not
receive the requested information, your project will be formally returned as incomplete. Please provide
the following information so that we may continue to review your project.
Additional Information Requested:

This letter only addresses the application review and does not authorize any impacts to wetlands, waters or
protected buffers. Please be aware that any impacts requested within your application are not authorized (at
