Project Summary: The applicants wish to construct a vinyl bulkhead and sewer system. Field Investigation Report: Summerwinds subdivision Page 2 9. Narrative Description: This tract is made up of 16 individual lots within the Summerwinds subdivision located off of Orchard Creek Road near Oriental, Pamlico County. These lots are contiguous and make up a 7.5- acre undeveloped tract adjacent to the Neuse River. The adjacent property to the west is undeveloped and the property to the east is developed with a single family residence. The average elevation of the high ground of the parcel is +4' above the normal water level (nwl). Vegetation on this particular tract is mainly comprised of pine trees and native woody vegetation. The lot has approximately 1,250' of shoreline along the Neuse River. There is a defined Federal Channel in the Neuse River; however it is greater than 1 mile from the proposed project area. Offshore water depths adjacent to the tract range from about -1' to -4' nwl. This waterbody is over 3 miles across at this location. This location is a part of the Neuse River basin and is subject to wind driven tides. These Estuarine Waters of the Neuse River are not classified as a Primary Nursery Area and there is no submerged aquatic vegetation present. This area is open to shellfish harvest and is classified as SA; HQW, Nutrient Sensitive Waters. There are no Coastal Wetlands in the proposed project area. This substrate is firm with shell. 10. Proposed Development: The applicants wish to construct a sanitary sewer system and shoreline stabilization (bulkhead) for 16 of the 17 lots in the subdivision. (The owner of Lot #17 does not wish to participate in the project.) The applicants have lost several feet of shoreline over the last few years due to erosion. They wish to construct a bulkhead in order to protect their remaining high ground from further erosion. The vinyl bulkhead will be 1,250' long and 2' wide, and will necessitate a 20'-wide work corridor within the Neuse River Riparian Buffer. It will be constructed at and above the normal water level (NWL), along the erosion escarpment of high ground. The proposed bulkhead will protect Lots 1- 16 of the Summerwinds subdivision. The proposed bulkhead will stand alone. The proposed sanitary sewer system pump station will be located near the center of the subdivision, on the northern boundary of Lot #9, adjacent to Orchard Creek Road. The proposed sewer main will tie into the County's existing force main along Orchard Creek Road, entirely on high ground and greater than 75' from any CAMA designated Public Trust Areas. 11. Anticipated Impacts: No long-term environmental effects are generally anticipated. This bulkhead will be sited above the NWL, along the erosion escarpment. Approximately 0.6 acres of high ground will be graded and filled as a result of this proposal. This proposal is subject to the DWQ Neuse River Basin Riparian Buffer Rules. As the wave action is deflected, there is a potential for accelerated erosion immediately adjacent to both terminuses of the bulkhead. Therefore, this may cause a potentially negative impact on the adjacent properties. The waters of the Neuse River are classified as SA; HQW, Nutrient Sensitive Waters at this location and are not designated as a Primary Nursery Area. These waters are open to the harvest of shellfish and there are no beds of submerged aquatic vegetation present. The project includes the construction of approximately 1250 LF of bulkhead along the 16 lots that make up Summerwinds Subdivision. The construction of the bulkhead is needed to attain shoreline stabilization for these lots. Currently, the lots are covered with pine trees and underbrush and suffer from severe erosion along their shoreline. Before construction some areas will need to be cleared of debris and plants in order to install the bulkhead. Once the area is cleared the construction of the bulkhead shall begin. After completion of the bulkhead the disturbed area shall be cleaned up and seeded. It is estimated that approximately 0.57 acres will be disturbed during construction. The only heavy equipment that will likely be needed for this project is an excavator(s) and a dump truck(s). Currently, a project is being designed to provide the 16 lots with sanitary sewer service. This project will include the installation of approximately 990 LF of 8" sanitary sewer main, 1 lift station, and 75 LF of 4" force main.
