Please see the attached revised stormwater management permit application report and revised plans. Additional Information Requested 1. The entrance driveway grades have been revised such that the roadway is super elevated and now flows to one side. All of the roadway is collected in the roadside ditch #1 shown on sheet C-4.1. We have provide a detail of the roadside swale. Also, please see attached calculations for the swale depth of flow and velocity at the termination point of roadside swale #1. 2. 1 apologize for this comment coming back. In conversations with our CAD designers the contour lines were not properly labeled and were showing up as 0.5 ft contours to show the different levels in the wetlands. They have been labeled. I now understand your comment and frustration. 3. Please see added details with charts for both risers and anti-seep collars on sheet C-4.2 4. Introduction Stafford Land Company, Inc wishes to develop a 7.55-Acre tract located in Lillington, NC into a high-density commercial subdivision. The 7.55-Acre tract is bound by US 401 to the South. Pine State Street to the East, a tract zoned Lillingt to the North and a tract zoned Commercial to the East. The site, which is located NW of the intersection of US 401 and Pine State Street, is located in both the Cape Fear River basin and WS-IV Protected Area watersupply watershed. Furthermore, the existing parcel has wetlands located on the site and will have to be permitted under 404/401 regulations. Currently, the project site is undeveloped. The site will be developed in phases, the first of which will be a proposed bank located in Parcel 1. Infrastructure improvements will include sanitary sewer, water and storm sewer. As a result of the site being located in a WS-IV Protected Area water supply watershed, and having to meet Water Quality Certification No.: 3402, multiple Stormwater Wetlands will be proposed in order to treat Nitrogen, Phosphorus, fecal coliform. heavy metals and 85% TSS. The total proposed impervious surface on the site is 186,553 SF. This is approximately 56.7% of the total site area. Subject to the requirements of NCDENR / DWQ Spaulding & Norris, PA (S&N) has prepared a Stormwater Permit Application for the subject property. This permit was based on the Stormwater Management Plan prepared by Spaulding & Norris. II. Calculation Methodology All stormwater BMP devices provided with this stormwater management plan submittal were designed according to State guidelines as listed in the current NC Stormwater BMP Manual. This maintenance record will be kept in a log in a known set location. Any deficient BMP elements noted in the inspection will be corrected, repaired or replaced immediately. These deficiencies can affect the integrity of structures, safety of the public, and the removal efficiency of the BMP. Important maintenance procedures: Immediately after the stormwater wetland is established, the wetland plants will be watered twice weekly if needed until the plants become established (commonly six weeks). No portion of the storrnwater wetland will be fertilized after the first initial fertilization that is required to establish the wetland plants. - Stable groundcover will be maintained in the drainage area to reduce the sediment load to the wet detention basin. - Once a year, a dam safety expert will inspect the embankment_ After the wet detention pond is established, I will inspect it once a month and within 24 hours after every storm event greater than LO inches (or 1,5 inches if in a Coastal County).
