I've already done a site visit (not knowing that they were going this route or I would have invited you) so it'll be pretty simple. I have no comments for the USACE and no hold letter necessary. Basically I am ready to issue when the notice is over, and they hope to do an abbreviated notice of 15 days and do it very soon. This project could lose funding if it doesn't start soon. Nature of Activity (Description of project, include all features) The project is a stortmvater BMP/wetland enhancement project intended to control stormwater volumes and improve water quality of stormwater prior to entering into the downstream waterbody. The project area contains a total of 0.41 acres of wetland that have been verified by the Corps. Berms are to be constructed of on-site material. The berms will be approximately 30' wide at the base, 8' wide at the top, 3.5'-4.5' tall and 30'-170' long, The wetland area being filled is 0.1 acres. The berms will serve to create 3 wetland cells (fiat will be controlled by large CMP riser nutlet structures. Ares within the wetland cells will be excavated to create micro-topography zones within the wetlands to support different native wetland plant species. These different zones and plants will serve to remove different pollutants. 19. Project Purpose (Describe the reason or purpose of the project, see instructions) The purpose of this project is to improve downstream water quality, attenuate stormflows to reduce erosion and increase storage, and to enhance the existing on-site wetland. Downstream flooding and water quality have been identified as areas of concern by the Town of Sparta and by the North Carolina Ecosystem Enhancement Program. This project is not required and not associated with any development. USE BLOCKS 20.23 IF DREDGED AND/OR FILL MATERIAL IS TO BE DISCHARGED 20. Reason(s) for Discharge Fill material of 0.1 acres will be used to create berms within the project area. These berms will serve to detain a design water quality storm and allow for the uptake of pollutants by native wetland species and allow sediment to settle from the stormwater. The size of these berms have been minimized to the extent possible while still conforming to design standards set by the North Carolina Division of Water Quality. 21. Description of Avoidance, Minimization, and Compensation (see instructions) All fill areas were minimized to the extent possible while still keeping the necessary treatment volume required by the North Carolina Division of Water Quality. The footprints of the berms were minimized by making the berm side slopes as steep as possible while still remaining stable. The been side slopes are to be stabilized with erosion control matting.
