The Asheville Regional Airport Authority (AVL), AVCON, Inc., and C1earWater
Environmental Consultants, Inc. (CEC) met with the City of Asheville (COA) and the
NC Division of Water Quality (DWQ) on September 12, 2011 to discuss stormwater
requirements at the proposed Asheville Airport Cargo Hold Expansion and Parallel
Taxiway (West Expansion) project site. The AVL requested the meeting so that the COA
and the DWQ could discuss option for review and approval of the required stormwater
management plan (SMP) and options for conditioning the 401 Water Quality
Certification so that the project could move forward while remaining within the bounds
of each agency's rules and regulations. The DWQ also asked to discuss Impact #8
(impact associated with the stormwater basin west of Old Fanning Bridge Road).
The DWQ has drafted the following condition to be included in the 401 Water Quality
Certification:
1. Stormwater Management
Before any permanent impervious surface (i.e., building, roadway, taxiway,
tarmac or other similar surface), is installed as part of any phase of the project
described in this certification, the applicant must meet all of the following:

• The Stormwater Management Plan (SMP) must be approved in writing by
the City of Asheville. A copy of the approval letter and approved SMP must
be submitted to the Division prior to installation of any impervious surface
within the project site. If the project is phased, then the approved SMP for
each phase must be submitted to the Division prior to installation of any
impervious surfaces associated with that phase.
• The approved stormwater best management practices (BMPs) must be
constructed and operational before any permanent building or other structure
is occupied or becomes operational. If the project is phased, then the
approved BMPs for each future phase must be constructed and operational
before any permanent building or other structure associated with that phase is
occupied or becomes operational.
• The approved SMP, phased or otherwise, as well as drainage patterns must
be maintained in perpetuity.
• The SMP may not be modified without prior written authorization from the
SMP approval authority.
The above condition allows stream impacts to occur upon issuance of the 401 Water
Quality Certification and is acceptable to the AVL.
The DWQ requested that the AVL examine additional alternatives for the location and
configuration of the stormwater basin west of Old Fanning Bridge Road.
Recommendations from the COA and DWQ for the new basin included avoiding the
stream channel impacts and avoiding the floodway (if possible). After additional
evaluation, it was determined that the basin could be divided and reconfigured. The
attached modified site plan illustrates a new stormwater basin design that follows the
recommendations of the DWQ and COA. The new basin design eliminates Impact #8
from the project (280 linear feet). Total new impacts for the project site are 1,796 linear
feet of stream impact and 0.9 acre of wetland impact (no change).
The AVL respectfully request the permit application be modified to reflect the
elimination of Impact #8 (280 linear feet) as discussed above.
