This test pit location is currently on land privately owned by Winston Smith. The disturbed area surrounding and including the pit will be no more than 30 feet X 30 feet and the actual pit no more than 10 feet by 2 feet in width. This excavation will occur in an area that will be cleared and filled as part of the highway project and thus will not disturb additional wetland areas. Access to the test pit location will occur solely on farm roads or through a maintained powerline right-of-way. No mature forest will be cleared to access the site and any heavy equipment work in wetlands will be done using mats. There will be no permanent impacts to wetlands resulting from this project. The original elevation will be returned to preconstruction conditions and the natural soil will be returned to the pit following excavation. Native seed will be planted in the disturbed areas following the return of the pit to preconstruction elevations. Enclosed is 1 copy of the PCN application. Explain the purpose of the proposed project: This geotechnical test pit project is in support of the proposed construction of segments BB and C for the US 70 Goldsboro Bypass project (NCDOT TIP R-2554). This road improvement project will extend the the bypass approximately 12.5 miles from Wayne Memorial Drive (SR 1556) in Wayne County to Promise Land Rd (SR 1323) in Lenoir County. The project will conduct geotechnical test borings so that foundation and structure recommendations can be made for designing the road improvements. 3e. Describe the overall project in detail, including the type of equipment to be used: Excavation activities will be conducted in a jurisdictional wetland and will be conducted with rubber tired drill rigs or low ground pressure tracked drill rigs depending on the boring location. The test pit will be within a 30 foot x 30 foot square. The geotechnical work will occur adjacent to the study corridor depicted on the attached mapping. Access to the test location will occur via farm roads and the existing powerline ROW to limit impacts to the area within the proposed road design that will be constructed at a later date. 4. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Geotechnical borings were placed to avoid riparian buffer impacts as much as practicable. Access to the boring and the location of the boring itself will occur in an area already designated for the construction of the highway. This will limit impacts only to an area already slated to be impacted by the highway construction. The area that will be bored is currently a powerline right-of-way and is maintained in a low growing, shrub-scrub vegetative state. No impacts to forested wetlands will occur as a result of this project. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
