® North Carolina Wildlife Resources Commission
Gordon Myers, Executive Director
MEMORANDUM
TO: Monte Matthews, USACOE
Raleigh Regulatory Field Office
FROM: Ron Linville, Regional Coordinator
Habitat Conservation Program
DATE: June 29, 2011
SUBJECT: SR 1322, BDG 29, Mill Creek, C-Trout, ORW, Surry County
North Carolina Department of Transportation (NCDOT) proposes to remove and replace the
referenced bridge. Biologists with the North Carolina Wildlife Resources Commission are
familiar with habitat values in the area. These comments are provided in accordance with the
provisions of the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-
667d) and the North Carolina Environmental Policy Act (G.S. 113A-1 through 113A-10; NCAC
25).
The NCDOT project will replace a 20' x 36' bridge with a new 30' x 110' bridge. Total impacts
are indicated to be 22 linear feet including 0.02 acres of wetland "cut/fill" to resolve ditching and
side-casting that has occurred. Waters in this area support warmer water fisheries. The tributary
could be a nursery area for species like smallmouth bass and various riverine fishes.
Based on our review of the submittal and our knowledge of area habitats, we will not object to
the bridge replacement as proposed providing any riprap used cannot deter fish passage during
low flow or drought conditions. The wetland impacted should be stabilized using natural fiber
matting if practicable.
Thank you for the opportunity to review and comment on this project during the early planning
stages. If you have any questions regarding these comments, please contact me at 336-769-9453.
