Subject: Proposed connector to Bicentennial Greenway, East Fork Road in Guilford County, Project No.
118431. DWQ project no. 2011-0622.
Dear Mr. Matthew Johnson:
The NC Division of Water Quality has reviewed your submittal for a 401 Water Quality Certification and
RANDLEMAN BUFFER RULES for the aforementioned project. Review of your application revealed it
lacking necessary information required for making an informed permit decision. The permit application
was deficient in the following areas:
• Please account for impacts to Zone 1 and 2 of the Randleman buffers on the impact table in the PCN.
• Please delineate Zone 1 and 2 of the Randleman buffers in the project area and show the buffers,
including the impacted area on the plan sheets.
• Provide a stormwater plan for the greenway, including how you will achieve diffuse flow prior to
entering the buffer.
• Include the width of the greenway.
• Update the PCN to reflect that you are only applying for a buffer authorization.
• Delineate the existing transportation facility on the plan sheet, if it overlaps any buffer impacts for the
greenway project.
Therefore, pursuant to ISANCAC 2H .0507(a)(5), we will have to place the permit application on hold
until we are supplied the necessary information. You have 30 days to respond in writing with the
requested information or notification to this office and the 401 Permitting Unit at 1650 Mail Service
Center, Raleigh, NC 27699-1650 that the information is forthcoming. If, at the end of the 21 days, this
office has not received this information in writing, we will assume you are withdrawing your application,
and it will be returned. Furthermore, until the information is received by the NC Division of Water gl01%;P;P, .
Quality, we request (by copy of this letter) that the US Army Corps of Engineers place the permit
application on hold.
