Boyd et al,
I have attached the comments we provided to the Division of Land Resources on
12/10/02 on the dam safety permit for this project. This is what I would
propose to attach (or paste into new comments) in our response on the 404
permit. I might delete some of the detail about possible design options for the
variable depth release, since that was aimed at the engineers in DLR.
Additional items that have come up in our 401 discussions (high flow pulses)
would be addressed in the 401 permit. We would leave it up to WRC and DWQ to
provide recommendations about mitigation for welands, and secondary/cumulative
impacts.

We have received the Corps 404 permit application for the Siler City
reservoir expansion. Comments are due to Boyce Hudson for the departmental
review by 8/15/04.
How does this interrelate to the ongoing 401 deliberations and how do you
plan to respond to the 404? Right now, DWR would probably attach a list of
our dam safety permit requirements (tiered minimum release, gaging,
stratified release tower) as our 404 comments.
